More stringent regulation to govern in conflict. Article I. In GeneraL Sec. 58.01. Basis for regulations and requirements herein set forth. The regulations and requirements herein set forth have been made in accordance with a comprehensive plan, with reasonable consideration, among other things, to the prevailing land uses, growth characteristics and the character of the respective districts and their peculiar suitability for particular uses and to encourage the most appropriate use of land throughout the city.
