Article I. In GeneraL<br />

Sec. 58.01. Basis for regulations and requirements herein<br />

set forth.<br />

The regulations and requirements herein set forth have been made<br />

in accordance with a comprehensive plan, with reasonable consideration,<br />

among other things, to the prevailing land uses, growth<br />

characteristics and the character of the respective districts and their<br />

peculiar suitability for particular uses and to encourage the most<br />

appropriate use of land throughout the city. (2-4-59, § 1.)<br />

Sec. 58.02. Purpose of sections 58.01 to 58.168.<br />

In their interpretation and application, the provisions of sections<br />

58.01 to 58.168 of this Code shall be the minimum requirements to<br />

promote the public health, safety, morals and general welfare; to<br />

conserve the taxable value of land and buildings and to protect the<br />

character and maintain the stability of residential, business and in­<br />
