FIRE MANAGEMENT PLAN 2008<br />
<strong>Lassen</strong>-<strong>Modoc</strong> <strong>Unit</strong><br />
In addition to these uses, the natural resources in <strong>and</strong> around these communities provide shelter<br />
<strong>and</strong> create recreational opportunities such as hunting, fishing, <strong>and</strong> hiking. The forest <strong>and</strong><br />
vegetative cover also nurtures the soil <strong>and</strong> reduces erosion <strong>and</strong> resulting sedimentation into<br />
nearby creeks<br />
<strong>and</strong> rivers. Protecting the natural resources surrounding these communities is essential to<br />
maintain <strong>and</strong> enhance the communities’ economic stability.<br />
The level <strong>of</strong> fire protection provided to the communities in the county is sufficient but could<br />
benefit from upgrading <strong>and</strong> improving preparedness. The overall goal is to protect life, resources,<br />
assets <strong>and</strong> wildlife against loss from fire.<br />
The county has several important watersheds to protect from wildfire. They include the Pit River,<br />
Tulelake Basin <strong>and</strong> Surprise Valley watersheds. The Pit River watershed is in the process <strong>of</strong><br />
being restored from impaired status.<br />
ACTION PLAN AND ASSESSMENT STRATEGY<br />
These are suggested issues brought forward by community members <strong>and</strong> the<br />
projects directly related to protection <strong>of</strong> the community <strong>and</strong> essential<br />
structures. The issues <strong>and</strong> recommendations identified in the public<br />
meetings have been incorporated in this CWPP to provide guidance to the<br />
MFSC. The MFSC has ranked these projects with equal status <strong>and</strong> targeted a<br />
phased implementation by 2015. As funds become available the <strong>Fire</strong> Safe<br />
Council <strong>and</strong> other parties will accomplish the recommendations suggested.<br />
These projects will be reviewed <strong>and</strong> updated annually.<br />
The working group for the <strong>Modoc</strong> County Community Wildfire <strong>Protection</strong> Plan<br />
has considered its plan for identifying roles <strong>and</strong> responsibilities, funding<br />
needs, <strong>and</strong> timetables for carrying out priority projects. This will include<br />
fuels treatment priorities, preferred methods for fuels treatment projects,<br />
<strong>and</strong> location <strong>of</strong> the wildl<strong>and</strong>-urban interface, structural ignitability<br />
recommendations, <strong>and</strong> information <strong>and</strong> action identified. This plan will be<br />
reviewed <strong>and</strong> updated annually.<br />
FIRE SAFE COUNCIL STRATEGIC PLAN AND CRITICAL ISSUES<br />
The section below outlines those fire safe concerns that l<strong>and</strong>owners <strong>and</strong><br />
community members voiced at <strong>Modoc</strong> <strong>Fire</strong> Safe Council meetings held<br />
throughout the <strong>Modoc</strong> region in 2002. These issues will serve as a basis for<br />
prioritizing <strong>and</strong> developing projects to reduce wildfire risk to lives <strong>and</strong><br />
property. The order in which these issues <strong>and</strong> concerns appear in this<br />
section does not represent their priority. As new concerns are raised they<br />
will be added to both the Strategic Plan <strong>and</strong> the Community Wildfire<br />
<strong>Protection</strong> Plan.<br />
