FIRE MANAGEMENT PLAN 2008<br />
<strong>Lassen</strong>-<strong>Modoc</strong> <strong>Unit</strong><br />
Cal Pines Subdivision Fuel Breaks<br />
The California Department <strong>of</strong> Corrections from Devil’s Garden Conservation<br />
camp worked on the Cal Pines fuel break. The three phases <strong>of</strong> the fuel break<br />
extend ten miles with the cost projected to be $201,234. It was designed to<br />
protect Cal Pines from wildfires originating outside the subdivision <strong>and</strong> to<br />
protect National Forest l<strong>and</strong>s from fires originating in the subdivision.<br />
Phase I is a shaded fuel break 350 feet wide <strong>and</strong> four miles long at the<br />
upper, or southern end, <strong>of</strong> the subdivision. The crews burned slash <strong>and</strong><br />
thinned trees <strong>and</strong> brush. Cost <strong>of</strong> the Phase I is $30,614, which was funded<br />
by <strong>Modoc</strong> National Forest.<br />
Phase II <strong>of</strong> the Cal Pines fuel break consisted <strong>of</strong> three miles <strong>of</strong> thinning. Cost<br />
<strong>of</strong> the phase was $45,000 <strong>and</strong> was funded by <strong>Modoc</strong> County RAC with Title II<br />
funds.<br />
A portion <strong>of</strong> the funds for Phase I & 2 was used for the evacuation project.<br />
Phase III <strong>of</strong> the Cal Pines project has been awarded $125,620 from the<br />
California <strong>Fire</strong> Safe Council. The work on Phase III began in 2006.<br />
Cal Pines Development also has heavy fuels loading <strong>and</strong> unmarked or<br />
incorrectly marked roads. The upper units receive afternoon down slope<br />
winds <strong>and</strong> many lightning strikes. A large number <strong>of</strong> the lots were purchased<br />
by absentee owners <strong>and</strong> contain HEAVY downed <strong>and</strong> dying vegetation.<br />
Recommendation: Have the Cal Pines Property Owners Association<br />
<strong>and</strong> Community Service Districts work to identify roads correctly <strong>and</strong><br />
post numbers at all residences <strong>and</strong> parcels. Continue fire break<br />
projects in Cal Pines <strong>and</strong> maintain cleared areas <strong>of</strong> Phase I, II <strong>and</strong><br />
III work done through MFSC’s fire break projects Fall 2004-2007.<br />

Defensible Space Demonstration Site<br />
The <strong>Modoc</strong> <strong>Fire</strong> Safe Council received funds from the <strong>Modoc</strong> County Title III<br />
<strong>and</strong> the <strong>Modoc</strong> National Forest to clear properties to show defensible space<br />
fuel break practices. The project includes using the cleared trees <strong>and</strong><br />
vegetation in a product development component <strong>of</strong> posts, boards, <strong>and</strong><br />
l<strong>and</strong>scaping wood chips. The demonstration project was completed in<br />
January <strong>of</strong> 2006, on the Parnow property west <strong>of</strong> Alturas.<br />
Community Wildfire <strong>Protection</strong> Plan (CWPP)<br />
The <strong>Modoc</strong> <strong>Fire</strong> Safe Council is the lead agency in compiling the county-wide<br />
CWPP. It was finished in September, 2005, <strong>and</strong> was revised in Spring <strong>of</strong><br />
2008.<br />
<strong>Modoc</strong> County Community Wildfire <strong>Protection</strong> Plan/Revised May 2008 90
