CRITICAL FIRE ISSUES <strong>and</strong> RECOMMENDATIONS FROM CWPP<br />
COMMUNITY MEETINGS<br />
(List arranged according to CWPP Priority Ranking)<br />
The following projects are the results <strong>of</strong> the community meetings held in<br />
Alturas, Adin, Tulelake <strong>and</strong> Surprise Valley-Cedarville between January <strong>and</strong><br />
February, 2005. These have been re-prioritized during a special CWPP<br />
Update Committee Meeting held on November 29, 2007. The Completed<br />
Projects are shown at the end <strong>of</strong> this list.<br />
#1 - Rush Creek Estates consists <strong>of</strong> many absentee owners in an area <strong>of</strong><br />
limited egress <strong>and</strong> no water source. They requested that County Road 213,<br />
Caldwell Pit be added to the WUI. Recommendation: Develop water<br />
resources <strong>and</strong> sources for firefighting. An evacuation plan needs to<br />
be developed <strong>and</strong> distributed to the residents including the Butte<br />
Creek Subdivision.<br />
#2 - Cedar Pass Summerl<strong>and</strong>, a residential development located north <strong>and</strong><br />
east <strong>of</strong> Alturas, contains dense sections <strong>of</strong> diseased <strong>and</strong> insect infected trees<br />
throughout the area. There is limited egress in case <strong>of</strong> evacuation or<br />
emergency. The one main road goes across an old bridge. At this time they<br />
do not have an evacuation plan available. Recommendation: Obtain<br />
funding to create a Summerl<strong>and</strong> subdivision fuel break along the<br />
WUI to protect the residences <strong>and</strong> properties. The subdivision needs<br />
an evacuation plan to include an alternative route out in case the<br />
main way to Hwy 299 is blocked.<br />
#3 - The Ft. Bidwell power sub-station just south <strong>of</strong> the Ft. Bidwell<br />
Reservation has heavy fuels surrounding the facility. The station could emit<br />
arcs, which could be a fire danger. Recommendation: Fuels reduction<br />
project west, east <strong>and</strong> north <strong>of</strong> sub-station. The BLM Surprise Field<br />
Office states a need for fuels reduction work on the slopes south <strong>of</strong><br />
Ft. Bidwell.<br />
#4 <strong>–</strong> Residents <strong>of</strong> the <strong>Modoc</strong> Recreational Estates (MRE) stated a concern<br />
about road access because the northern part <strong>of</strong> the subdivision has only<br />
one maintained, paved road for both ingress <strong>and</strong> egress in case <strong>of</strong> a<br />
wildfire. MRE is a residential subdivision lying northeast <strong>of</strong> Alturas. It<br />
consists <strong>of</strong> 1933 parcels. As <strong>of</strong> 2007, 259 had structures on them (MRE <strong>Fire</strong><br />
Mitigation Plan, 2007). At least half <strong>of</strong> the occupied residences lie in the<br />
Section with only Co Rd 55, better known as Pencil Road, for access. Co Rd<br />
270 - Mallard Lane, <strong>of</strong>fers an alternate route but is not an all season road.<br />
Co Rd 269 - Bobcat Lane, while not truly an evacuation route, does give<br />
access to the road to Mud Lake <strong>and</strong> to possible safety zones. (For details,<br />
