<strong>Lassen</strong>-<strong>Modoc</strong> <strong>Unit</strong><br />

<strong>Modoc</strong> Recreational Estates<br />

The <strong>Modoc</strong> Recreational Estates is a residential development just north <strong>of</strong><br />

Alturas. The <strong>Modoc</strong> <strong>Fire</strong> Safe Council acquired a grant to prepare an area fire<br />

mitigation plan for the subdivision. Work on the plan was begun in 2006.<br />

(This is a portion <strong>of</strong> a project under the Critical <strong>Fire</strong> Issues &<br />

Recommendations from CWPP Community Meetings, Priority Rank #4, per<br />

Spring 2008 revisions. Completed in July, 2007).<br />

<strong>Modoc</strong> <strong>Fire</strong> Safe Council<br />

The MFSC has received a grant through the California <strong>Fire</strong> Safe Council to<br />

purchase a brush chipper to use throughout the county.<br />

(This is a portion <strong>of</strong> the CalPines Phase III Fuel Break project. Originally,<br />

Ranked #1 in the Critical <strong>Fire</strong> Issues <strong>and</strong> Recommendations from CWPP<br />

Community Meetings; Completed in Fall 2007).<br />

MONITORING, EVALUATION, AND MAINTENANCE<br />

As part <strong>of</strong> the ongoing efforts to ensure that the <strong>Modoc</strong> County communities<br />

continue to be protected <strong>and</strong> reduce the risk from wild l<strong>and</strong> fires, efforts<br />

should be made to monitor <strong>and</strong> evaluate the implementation <strong>and</strong><br />

effectiveness <strong>of</strong> community fire safe projects. Those projects designed to<br />

create defensible space around community structures <strong>and</strong> individual<br />

residences should be monitored on an annual basis to reinforce<br />

implementation <strong>and</strong> to ensure that they are properly <strong>and</strong> effectively carried<br />

out.<br />

Other more long-term projects such as community fuel breaks, if<br />

constructed, will require periodic inspections to evaluate vegetation regrowth<br />

<strong>and</strong> to plan for maintenance needs. A three to five-year minimum reinspection<br />

interval is recommended depending upon vegetation type,<br />

sprouting <strong>and</strong> seeding characteristics, growth rates, <strong>and</strong> litter buildup. Other<br />

factors that influence monitoring <strong>and</strong> maintenance needs <strong>and</strong> frequency may<br />

include equipment <strong>and</strong> manpower availability, access considerations,<br />

topography, past <strong>and</strong> current fire activity, storm events, <strong>and</strong> funding.<br />

A monitoring program may simply require periodic or cursory spot checks or<br />

drive-by inspections. The responsible parties will be identified. The<br />

monitoring process should include an inspection form to track inspection<br />

dates, condition, compliance, <strong>and</strong> to document maintenance needs. This<br />

process will also identify specific areas or properties with recurring<br />

compliance <strong>and</strong>/or maintenance needs for future reference when time,<br />

budget, or manpower is limited in order to better focus <strong>and</strong> utilize available<br />

resources.<br />

The <strong>Modoc</strong> County Community Wildfire <strong>Protection</strong> Plan will be reviewed <strong>and</strong><br />

updated each year.<br />
