John Fuller, Plymouth's justice of<br />

the peace in the Civil War era, married<br />

Louisa Kellogg, one of the daughters of<br />

John Kellogg, for whom the local park<br />

is named.<br />

Kellogg, a native of Massachusetts,;<br />

arrived in Plymouth from New York<br />

State in 1832. He brought money with<br />

him and was soon a prominent landowner,<br />

hotel proprietor, and businessman<br />

in Plymouth.<br />

It was Kellogg who'built the brick<br />

home at the corner of Majn and Ann<br />

Arbor Trail for his daughter and her<br />

husband. His own home stood not far<br />

away, on Ann Arbor Trail, where the<br />

Christian Science Church is now located.<br />

THE FULLERS apparently lived on<br />

a farm prior to moving into the big<br />

house in the village.<br />

Mrs. Ruth Shattuck Garlett recently<br />

told me that in Civil War days the<br />

Fuller farm was on Haggerty Road, between<br />

Five and Six Mile, not far from<br />

the present campus of Schoolcraft College.<br />

She says it was on a hill on the<br />

right side of Haggerty as you face<br />

north.<br />

There is no doubt, however, that the<br />

Fuller residence on Ann Arbor Trail<br />

was built prior to July 3, 1886. It appears<br />

in a photo of the Plymouth band<br />

taken on that day.<br />

The imposing brick buildii\g, a landmark<br />

for many years, was destroyed<br />

by fire in 1910. The late Walte^ Kellogg<br />

Sumner, great-grandson of John Kellogg,<br />

told me the house had beeb vacated<br />

for some time before the firA It had<br />

l?een vandalized. The fire was thought<br />

to have been set by children.<br />

tn 1890, when Fred Carlisle published<br />

his book on Wayne County, he referred<br />

to Mrs. Fuller as still living. Apparently<br />

Judge Fuller was dead ly that<br />

Those who favored retention of the<br />

justice of the peace courts said lawyers<br />

were- just trying to extend their<br />

domain. The cost of settling disputes<br />

between neighbors, they said, would<br />

rise rapidly once JPs were abolished.<br />

THE LAST TWO justices of the<br />

peace in Plymouth Township were<br />

Martin Schomberger, who was JP here<br />

for 16 years (1953-68), and James E.<br />

McCarthy, who held the office for three<br />

years (1966-68).<br />

Both thought the change away from<br />

the justice courts to district courts was<br />

a mistake.<br />

Schomberger, Who was not a lawyer,<br />

told a reporter in 1968:<br />

"I think the politicians are making<br />

the judicial process too darn complicated.<br />

"People don't understand the nature<br />

of our work. They think of justices as'<br />

money collectors. In the past, certain<br />

unscrupulous JPs earned a black eye<br />

for everyone by working with collection<br />

agencies,<br />

"I have never run a collection agency.<br />

I am paid a standard fee for writing<br />

complaints and warrants. That fee is<br />

not related to the amount of the fine or<br />

the outcome of the trial."<br />

Schomberger opened his court after<br />

Notice is hereby given that a public hearing will be held by the City Commission of<br />

the City of Plymouth, in the Commission Chamber of the City Hall, oiAlonday, July<br />

16, 1979, at 7:30 P.M., to consider an amendment to Chapter 52, ZONING, of the<br />

Plymouth City Code, as follows: •<br />

Amending the text of Section 5.195, Off-Street Parking Requirement, of Article<br />

XV, by adding new Sub-section (9) Parking Credits, and re-numbering (9) to<br />

(10) and (10) to (11).<br />

All interested persons are invited to attend this hearing and will be given amp^e<br />

opportunity to participate in the hearing. At the close of the hearing, all comments<br />

and suggestions of those citizens participating will be considered by the City Commission<br />

before rendering its decision.<br />

A copy of the item scheduled for hearing is on file in the Office of the City Cleric'<br />

during regular office hours for public examination<br />

NORTHVILLE TOWNSHIP<br />

HOUSING REHABILITATION PROGRAM<br />

TO THE RESIDENTS<br />

OF NORTHVILLE TOWNSHIP<br />

Northville Township Is participating In a housing rehabilitation<br />

grant program with the cooperation of Wayne County. Housing<br />

rehabilitation and repair grants are available to eligible homeowners<br />

who are interested In making needed repairs and in improving their<br />

homes.<br />

Under a federally funded Home Improvement Program approved<br />

by the Township Board, direct grants will be given to homeowners for<br />

repair, Electrical or plumbing Installation or other improvements<br />

needed now or In the near future to bring the home up to code. Expansion<br />

or room additions will be available to large families showing a<br />

need for Increased space.<br />

Applications are now being taken by the Township's Housing<br />

Grant Administrator at the Township offices, 41600 Six Mile Road. Only<br />

Northville Township residents who own and live in their homes in one<br />

of the designated areas are eligible. This Includes residents buying<br />

their homes on land contracts or mortgages.<br />

A homeowner may receive up to $4,000 to cover the cost of needed<br />

repairs and additional Improvements If It is determined that the latter<br />

will be needed in the foreseeable future.<br />

The purpose of the program Is to provide an opportunity for home<br />

Improvements to people who cannot otherwise meet minimum housing<br />

standards and It Is hoped that senior citizens and others on<br />

limited, fixed Incomes will take advantage of this opportunity.<br />

the reporter that he decided to become<br />

a JP in 1953 "because the office was<br />

open and no one was running. I had no<br />

intention of becoming active in judicial<br />

matters. I just liked the idea of being<br />

addressed as 'judge'."<br />

McCarthy, an attorney since 1963<br />

when he graduated from Purdue University,<br />

lives and practices in Plymouth.<br />

He agrees with Schomberger that<br />

it was a mistake to abandon the JP<br />

courts.<br />

"I testified against the change," he<br />

told me recently. "I knew it would add<br />

cost to the litigants. It is much more<br />

expensive to try a case now than it was<br />

then."<br />

McCarthy said some states may have<br />

let JPs benefit from fees collected in<br />

court cases, but that was not true in<br />

Michigan.<br />

"Our pay was the same regardless of<br />

the outcome of the case. "The media<br />

and the people were really misinformed.<br />

We got paid according to the<br />

work done. There was an incentive for<br />

us to work long hours, to clean up all of<br />

the cases in front of us. That is not true<br />

today."<br />

ABOLISHMENT the JP system of<br />

courts was provided for in the constitution<br />

that Michigan adopted in 1963.<br />

The office of the Justice of the Peace<br />

was to be replaced in five years by a<br />

system of district court judges.<br />

Teachers and administrators in seven<br />

western Wayne County <strong>school</strong> districts<br />

will have a chance to prepare<br />

themselves for new careers.<br />

The Northwest Staff Development<br />

Center will use the career resource facilities<br />

at Madonna Qpllege during the<br />

four day workshop in mid and late August.<br />

In the workshop, educators will examine<br />

their interests and abilities and<br />

how to apply them in business and<br />

industry. They will also learn about resume<br />

writing, interviewing techniques<br />

and the job market.<br />

Representatives from business will<br />

be at the workshop for consultation.<br />
