9.3.2 Actions 1.2 and 1.3<br />
Action 1.2 At control category 1 sites, DEC and the DoL will help to develop and implement sitespecific<br />
management plans for bitou bush control programs, based on currently available<br />
best practice guidelines. DEC will work with councils and private landholders that agree<br />
to Action 1.1, to develop site-specific management plans.<br />
Action 1.3 Indigenous communities will be encouraged to assist with the development <strong>of</strong> sitespecific<br />
management plans.<br />
Site-specific management plans (Action 1.2)<br />
Site-specific management plans are required for all control category 1 sites. Each plan will follow<br />
the framework established in Chapter 7, and should be completed using the pr<strong>of</strong>orma presented in<br />
Appendix 9.<br />
Consultation with indigenous people/communities (Action 1.3)<br />
Indigenous people/communities are encouraged to participate in the implementation <strong>of</strong> this TAP.<br />
In the first instance indigenous people’s/communities’ views will be considered during the<br />
development <strong>of</strong> site-specific management plans, especially relating to cultural values <strong>of</strong> sites,<br />
species, populations and ecological communities, as well as potential impacts that may arise from<br />
control.<br />
Performance criteria for Actions 1.2 and 1.3<br />
< Site-specific management plans to control bitou bush will be developed for 75% (127 sites) <strong>of</strong><br />
the control category 1 sites within two years <strong>of</strong> the publication date <strong>of</strong> this TAP.<br />
< Indigenous people are involved in the development <strong>of</strong> site-specific management plans.<br />
9.3.3 Action 1.4<br />
Action 1.4 Control <strong>of</strong> bitou bush is to continue at both the northern and southern containment<br />
zones in <strong>NSW</strong>.<br />
The <strong>NSW</strong> bitou bush strategy outlines the need for the northern and southern containment zones<br />
to prevent the spread <strong>of</strong> bitou bush (see NPWS 2001a). However, the exact location <strong>of</strong> these<br />
containment zones and their management were not identified in the strategy. Work is currently<br />
being undertaken at both the northern and southern most distribution <strong>of</strong> bitou bush in New South<br />
Wales, being the Tweed and Moruya/Jervis Bay regions, respectively.<br />
Commitment to these containment zones is crucial in limiting future impacts to biodiversity not<br />
just in New South Wales. However, what is needed to formalise the process is to: i) define and<br />
map the current northern and southern containment zones; ii) outline a strategy with all relevant<br />
stakeholders to move each containment zone during the course <strong>of</strong> this plan; iii) ensure that control<br />
undertaken in these areas follows best practice; iv) maintain controlled areas and prevent<br />
recruiting plants from seeding; and iv) determine the success <strong>of</strong> the program by assessing the level<br />
<strong>of</strong> recruitment within the ‘contained’ area.
