forwards. Indeed we are engaged with <strong>the</strong> Cabinet Office and o<strong>the</strong>rs with such business continuity groups.<br />

9.3 We would also recommend <strong>the</strong> time to claim be permanently changed <strong>from</strong> 14 to 42 days under <strong>the</strong> Act<br />

as 14 days is clearly not sufficient time to obtain <strong>the</strong> suitable information estimates required, particularly if<br />

your property is cordoned <strong>of</strong>f by <strong>the</strong> Police as a crime zone or unsafe building.<br />

Correspondence <strong>from</strong> National Association for <strong>the</strong> Advancement <strong>of</strong> Coloured People UK<br />

I am <strong>the</strong> Chair <strong>of</strong> <strong>the</strong> Birmingham Bureau <strong>of</strong> National Association for <strong>the</strong> Advancement <strong>of</strong> Coloured People<br />

UK (NAACP UK); we are a Civil Rights Group. I notice with interest that your committee is currently involved<br />

with an enquiry into <strong>the</strong> Birmingham Riots. We have been following <strong>the</strong> enquiry. We notice that <strong>the</strong> evidence<br />

given by West Midlands Police with dismay and some confusion. The Police claim that <strong>the</strong>y had no warning<br />

or reasonable suspicion that a riot <strong>of</strong> this magnitude was about to erupt.<br />

I find this hard to understand as my organisation; in common with several groups operating in <strong>the</strong><br />

Handsworth area had been warning <strong>the</strong> authorities <strong>of</strong> <strong>the</strong> severe unrest in <strong>the</strong> Handsworth and Newtown area<br />

<strong>of</strong> Birmingham for quite a few years. Our Group became aware <strong>of</strong> <strong>the</strong> problems in <strong>the</strong> Handsworth area after<br />

community unrest over <strong>the</strong> closure <strong>of</strong> <strong>the</strong> Mohammed Ali Centre, which <strong>the</strong> World Famous Boxer had presented<br />

to <strong>the</strong> Handsworth Community as a centre for all communities to use.<br />

As recently as a month before <strong>the</strong> riots, I attended a public meeting in Balsall Heath, which is a town in <strong>the</strong><br />

Hall Green Constituency <strong>of</strong> Birmingham. Mr Clegg, <strong>the</strong> Deputy Prime Minister and Baroness Warsi were in<br />

attendance. Members <strong>of</strong> <strong>the</strong> NAACP UK were in attendance, both I and my wife warned Mr Clegg that present<br />

Government policy was severely affecting Birmingham and <strong>the</strong>re was a danger <strong>of</strong> a return to <strong>the</strong> problems <strong>of</strong><br />

<strong>the</strong> l980’s where Birmingham saw severe riots and public disorder. He refused to listen to our concerns,<br />

pointing out that we were members <strong>of</strong> <strong>the</strong> Labour Party, and that he wasn’t prepared to take advice <strong>from</strong><br />

anyone in <strong>the</strong> Labour Party or anyone <strong>from</strong> <strong>the</strong> political Left.<br />

Had he listened even at this stage an emergency COBRA meeting could have been called, this item could<br />

have been placed on <strong>the</strong> agenda, and had advice been listened to we could be looking at a totally different<br />

situation today.<br />

Members <strong>of</strong> NAACP UK are prepared if required, to attend your committee to enter <strong>the</strong>se facts as evidence.<br />

Written evidence submitted by Sarah Hamilton<br />

Fur<strong>the</strong>r to my letters to Rt Hon Keith Vaz MP and <strong>the</strong> Rt Hon David Cameron Prime Minister <strong>of</strong> 14 and 27<br />

August respectively, I am writing to expand upon <strong>the</strong> most important <strong>of</strong> <strong>the</strong> points I raised.<br />

I note that <strong>the</strong> inquiry is entitled “<strong>Policing</strong> <strong>Large</strong>-<strong>Scale</strong> <strong>Disorder</strong>” which seems to limit <strong>the</strong> scope <strong>of</strong> <strong>the</strong><br />

enquiry to <strong>the</strong> matter <strong>of</strong> “emergency treatment” ra<strong>the</strong>r than cause and prevention. It is <strong>the</strong> latter which is <strong>the</strong><br />

focus <strong>of</strong> this submission. I write <strong>from</strong> my perspective as a mo<strong>the</strong>r, psycho<strong>the</strong>rapist and a citizen who is deeply<br />

saddened by <strong>the</strong> state <strong>of</strong> things.<br />

My motivation in writing is not in any way political but goes deeper than that, as should <strong>the</strong> examination <strong>of</strong><br />

<strong>the</strong> causes <strong>of</strong> recent events, which will not be understood fully <strong>from</strong> a political or socio-economic perspective<br />

alone. There is a fundamental issue <strong>of</strong> consciousness and conscience here. A vitally important aspect <strong>of</strong> <strong>the</strong><br />

whole picture which must not be overlooked in <strong>the</strong> debate is what is in <strong>the</strong> minds <strong>of</strong> young (and not so young)<br />

people <strong>of</strong> today—what do <strong>the</strong>y engage in, what do <strong>the</strong>y see, what are <strong>the</strong>ir values.<br />

A particular concern <strong>of</strong> mine (and many o<strong>the</strong>rs) is that we greatly underestimate <strong>the</strong> negative effect <strong>of</strong> violent<br />

films, violent video games, internet pornography and music (and associated videos) with violent, pornographic<br />

and materialistic messages, and <strong>the</strong>ir debasing and destructive impact on <strong>the</strong> human consciousness.<br />

In terms <strong>of</strong> violence in films and video games, you only have to look at films on general release and <strong>the</strong><br />

vast number <strong>of</strong> video games available to see <strong>the</strong> depiction <strong>of</strong> psychopathic violence in abundance. Video<br />

games, in particular, are “training” <strong>the</strong>ir users in psychopathology, <strong>the</strong> defining feature <strong>of</strong> which in psychiatric<br />

terms is <strong>the</strong> absence <strong>of</strong> conscience.<br />

A recent article in <strong>the</strong> journal for psycho<strong>the</strong>rapists (Where Lunatics Prosper, Jeanine Connor, Therapy Today,<br />

October 2011) refers to a typical game called Call <strong>of</strong> Duty in which <strong>the</strong> character opens fire in a busy airport,<br />

killing innocent bystanders in order to progress to <strong>the</strong> next level. In ano<strong>the</strong>r, Grand Theft Auto IV, <strong>the</strong> character<br />

picks up prostitutes and selects <strong>from</strong> three levels <strong>of</strong> service: masturbation, fellatio and full sexual intercourse.<br />

The writer states that many <strong>of</strong> <strong>the</strong> boys who access <strong>the</strong>se games are still in junior school. A nine year-old boy
