August <strong>2012</strong>. Gary’s previous Chair appointments<br />
include Chair of the Social Benefi ts Tribunal in<br />
2009, Alternate Executive Chair of the Social<br />
Justice Tribunals Ontario in 2011, and Chair of<br />
the Board of Inquiry that heard public complaints<br />
regarding police misconduct (1993 to 1998). Gary<br />
was Co-Chair of the 2011 Council of Canadian<br />
Administrative Tribunals (CCAT) <strong>Conference</strong>, and<br />
he currently sits on the CCAT Board of Directors.<br />
In the 1990s, he was on the Board of the Society<br />
of Ontario Adjudicators and Regulators (SOAR),<br />
including two years as the Vice-President. Gary’s<br />
other past positions include: founding executive<br />
director of the Metro Toronto Chinese & Southeast<br />
<strong>Asian</strong> Legal Clinic (1987 to 1992), manager<br />
of legal services at the Ombudsman of Ontario<br />
(1992 to 1993) and Special Advisor to the Deputy<br />
Chairperson for the Immigration Appeal Division<br />
of the Immigration and Refugee Board (1999 to<br />
2009).<br />
Gary’s volunteer background includes his position<br />
as <strong>National</strong> President of the Chinese Canadian<br />
<strong>National</strong> Council (CCNC) from 1987 to 1991. He<br />
also served on the Equity Advisory Group of the<br />
Law Society of Upper Canada from 2000 to 2006,<br />
and on the Board of Directors of the Federation<br />
of <strong>Asian</strong> Canadian Lawyers (<strong>FACL</strong>) from 2007<br />
to 2009. In 1999, Gary received the SOAR Medal<br />
for his contribution to Ontario’s administrative<br />
justice system. His other honours include Head<br />
of the Public Service Award (Canada) in 2003,<br />
the Golden Jubilee Medal in 2002, and the 125th<br />
Anniversary Confederation Medal in 1992.<br />
