Breaking the Barriers Jason Tam Jason Tam is currently a Crown Counsel in the litigation group with the Ministry of Labour. He received his B.A. (Hons.) from the University of Toronto in 2003 and went on to receive his Juris Doctor degree from Capital University in Columbus, Ohio in 2006. He has been called to the State and Federal Bars in Ohio (2006 and 2007) and to the Ontario Bar (2009). He has practiced in both Ohio and Ontario in a variety of areas including family, criminal, human rights, and labour law. He currently sits on the board of directors for the Metro Toronto Chinese and Southeast Asian Legal Clinic and is also the Chair of the Advocacy and Policy Committee with the Federation of Asian Canadian Lawyers. DR. ALLISON KIRK-MONTGOMERY Dr. Allison Kirk-Montgomery is a historian, and the Project Manager of the Law Society of Upper Canada’s Diversifying the Bar: Lawyers Make History Project. She received her Ph.D. from the University of Toronto in 2001. She has also written on the history of legal medicine and medical technology. Dr. Kirk-Montgomery has been involved previously with a number of interview projects for the Law Society including the Senior Treasurers’ Interview Project in 2004. She was also the oral historian and compiler of the “Memoir of Mary Constance Hunt McLean” in 2007-08. As the project manager of the Law Society’s Diversifying the Bar project, Dr. Kirk-Montgomery is helping to preserve, build and publicize the rich history of Ontario’s ground-breaking lawyers of diverse communities, by providing access to the transcripts of recorded interviews and to hundreds of brief biographies at http://www. lsuc.on.ca/diversifying-the-bar-lawyers-makehistory/. -18- www.facl.ca JUDGE MARYKA OMATSU Before her appointment to the bench, Judge Omatsu practised law in Toronto for 16 years. She worked for all levels of Government and taught law in China, Japan and Toronto. She was Chair of the Ont. Human Rights Appeals’ Tribunal and a LSUC referee. During the 1980’s, Judge Omatsu was a member of the National Association of Japanese Canadians’ negotiation team and helped win Redress for her community for the WWII violations. In 1992, her book, Bittersweet Passage: Redress and the Japanese Canadian Experience won several prizes and was published in Japan. In February 1993, Judge Omatsu was appointed to the Ontario Court of Justice as Canada’s first East Asian woman judge. She has presided in Toronto’s criminal courts, co-chaired CAPCJ’s Equality and Diversity Committee; co-edited a Section 15 Charter manual. Judge Omatsu was an OCJ Toronto representative for two terms and helped negotiate sabbatical leaves and a better pension. She retired after over 19 years on the bench. Judge Omatsu has received the Federation of Asian Canadian Lawyers’ (FACL) Life Time Achievement Award; U. of Victoria Law School’s, Lansdowne Lectureship; Dartmouth College’s William Timbers Lectureship; the Queen Elizabeth’s Golden Jubilee Medal; the Delta SS Wall of Excellence plaque and various Dept. of External Affairs and Arts Council grants from the Canadian, Ont. and Toronto governments. To honour Judge Omatsu, one of FACL’s founders, in 2012, the Omatsu FACL Scholarship was established. Gary yee Gary Yee’s legal career has focused on administrative law since his call to the Bar in 1985. In addition to his LL.B., he has an LL.M. in Law and Regulation. Gary’s current position is Chair of the Licence Appeal Tribunal, where he started a fi ve-year term in
August 2012. Gary’s previous Chair appointments include Chair of the Social Benefi ts Tribunal in 2009, Alternate Executive Chair of the Social Justice Tribunals Ontario in 2011, and Chair of the Board of Inquiry that heard public complaints regarding police misconduct (1993 to 1998). Gary was Co-Chair of the 2011 Council of Canadian Administrative Tribunals (CCAT) Conference, and he currently sits on the CCAT Board of Directors. In the 1990s, he was on the Board of the Society of Ontario Adjudicators and Regulators (SOAR), including two years as the Vice-President. Gary’s other past positions include: founding executive director of the Metro Toronto Chinese & Southeast Asian Legal Clinic (1987 to 1992), manager of legal services at the Ombudsman of Ontario (1992 to 1993) and Special Advisor to the Deputy Chairperson for the Immigration Appeal Division of the Immigration and Refugee Board (1999 to 2009). Gary’s volunteer background includes his position as National President of the Chinese Canadian National Council (CCNC) from 1987 to 1991. He also served on the Equity Advisory Group of the Law Society of Upper Canada from 2000 to 2006, and on the Board of Directors of the Federation of Asian Canadian Lawyers (FACL) from 2007 to 2009. In 1999, Gary received the SOAR Medal for his contribution to Ontario’s administrative justice system. His other honours include Head of the Public Service Award (Canada) in 2003, the Golden Jubilee Medal in 2002, and the 125th Anniversary Confederation Medal in 1992.
