(2) When the procedures within a support annex are needed to support elements <strong>of</strong> an<br />

incident, the coordinating agency will notify cooperating agencies <strong>of</strong> the circumstances.<br />

Cooperating agencies are responsible for:<br />

(a) Conducting operations, when requested by DHS or the coordinating agency, using<br />

their own authorities, SMEs, capabilities, or resources.<br />

(b) Participating in planning for short-term and long-term incident management and<br />

recovery operations and the development <strong>of</strong> supporting operational plans, standard operating procedures,<br />

checklists, or other job aids, in concert with existing first-responder standards.<br />

(c) Furnishing available personnel, equipment, or other resource support as requested<br />

by DHS or the support annex coordinator.<br />

(d) Participating in training and exercises aimed at continuous improvement <strong>of</strong> prevention,<br />

response, and recovery capabilities.<br />

(e) Nominating new technologies or procedures that have the potential to improve<br />

performance within or across functional areas to DHS for review and evaluation.<br />

Note: DOD is considered a cooperating agency for the majority <strong>of</strong> support annexes.<br />

d. Incident Annexes. The incident annexes address contingency or hazard situations requiring<br />

specialized application <strong>of</strong> the NRP. The incident annexes describe the missions, policies, responsibilities,<br />

and coordination processes that govern the interaction <strong>of</strong> public and private entities engaged in incident<br />

management and emergency response operations across a spectrum <strong>of</strong> potential hazards. These annexes<br />
