emergency support functions. A grouping <strong>of</strong> government and certain private-sector capabilities<br />

environment, restore essential services and critical infrastructure, and help victims and<br />

communities return to normal, when feasible, following domestic incidents. Also called<br />

execute order. 1. An order issued by the Chairman <strong>of</strong> the Joint Chiefs <strong>of</strong> Staff, at the direction <strong>of</strong> the<br />

Secretary <strong>of</strong> Defense, to implement a decision by the President to initiate military operations. 2. An<br />

order to initiate military operations as directed. Also called EXORD. (<strong>JP</strong> 1-02)<br />

force protection. Preventive measures taken to mitigate hostile actions against Department <strong>of</strong><br />

Defense personnel (to include family members), resources, facilities, and critical information.<br />

Force protection does not include actions to defeat the enemy or protect against accidents,<br />

weather, or disease. Also called FP. (<strong>JP</strong> 1-02)<br />

homeland. The physical region that includes the continental United States, Alaska, Hawaii, United<br />

States possessions and territories, and surrounding territorial waters and airspace. (This term and<br />

homeland defense. The protection <strong>of</strong> United States sovereignty, territory, domestic population, and<br />

critical defense infrastructure against external threats and aggression or other threats as directed by<br />

the President. Also called HD. (<strong>JP</strong> 3-27.)<br />

homeland security. A concerted national effort to prevent terrorist attacks within the United States;<br />

reduce America’s vulnerability to terrorism, major disasters, and other emergencies; and minimize<br />

the damage and recover from attacks, major disasters, and other emergencies that occur. Also<br />

hostile act. An attack or other use <strong>of</strong> force against the US, US forces, or other designated persons or<br />

property. It also includes force used directly to preclude or impede the mission and/or duties <strong>of</strong> US<br />

forces, including the recovery <strong>of</strong> US personnel or vital US Government property. (This term and<br />
