DEPARTMENT OF HOMELAND SECURITY<br />
DHS provides a unifying core for the vast national network <strong>of</strong> organizations and institutions<br />
involved in efforts to secure our nation. DHS prevents and deters terrorist attacks, protects<br />
against and responds to other threats and hazards to the homeland, ensures safe and secure<br />
borders, manages the immigration process, and preserves the free flow <strong>of</strong> commerce. Figure<br />
E-1 shows the organizational structure <strong>of</strong> DHS.<br />
2. Directorates<br />
a. FEMA leads DHS preparedness efforts for all hazards, and manages federal response<br />
and recovery efforts following any national incident. FEMA also initiates proactive mitigation<br />
activities, trains first responders, and manages the National Flood Insurance Program. FEMA<br />
works in partnership with other organizations that are part <strong>of</strong> the nation’s emergency management<br />
system including state and local emergency management agencies, 27 federal agencies and the ARC.<br />
b. The Management Directorate is responsible for the DHS’s budgets and appropriations,<br />
expenditure <strong>of</strong> funds, accounting and finance, procurement, human resources, information technology<br />
systems, facilities and equipment, and the identification and tracking <strong>of</strong> performance measurements.<br />
The <strong>of</strong>fice <strong>of</strong> the CFO also serves as a direct report component <strong>of</strong> DHS.<br />
c. The National Protection and Programs Directorate works with state, local, and private<br />
sector partners to identify threats, determine vulnerabilities, and target resources where risk is<br />
greatest, thereby safeguarding our borders, seaports, bridges and highways, and critical information<br />
systems.<br />
d. The Science and Technology Directorate has the primary responsibility for research,<br />
development, test and evaluation efforts in support <strong>of</strong> DHS’s mission.<br />
3. Other Operational Components (besides Federal Emergency Management<br />
Agency)<br />
a. US Citizenship and Immigration Services is responsible for administering immigration<br />
and naturalization functions and establishing immigration services policies and priorities.<br />
b. US Customs and Border Protection is responsible for protecting our Nation’s borders<br />
in order to prevent terrorists and terrorist weapons from entering the United States, while<br />
facilitating the flow <strong>of</strong> legitimate trade and travel.<br />
c. US Immigration and Customs Enforcement is the largest investigative arm <strong>of</strong> DHS and is<br />
charged with investigating immigration violations and preventing terrorist and criminal activity by targeting<br />
the people, money, and materials that support terrorist and criminal organizations.<br />
