to government approvals, would increase the life of the mine<br />

and increase annual coal production to around 5.7 million<br />

tonnes. Rio Tinto and joint venture partners have also<br />

approved investment of US$750 million to develop the<br />

Clermont mine in central Queensland to replace the Blair<br />

Athol Mine. Clermont, Rio Tinto reports, will become<br />

Australia's largest thermal coal producer when it reaches full<br />

capacity, which is scheduled for 2013.<br />

Other industry activities specifically related to Asian demand<br />

include the investment of US$79 million by a South Korean<br />

consortium for a ten per cent share of the Moolarben mine,<br />

New South Wales, thereby securing 2.8 million tonnes of coal<br />

annually from 2009. This consortium, led by Kores, will have<br />

access to this coal at cost, which is roughly half the market<br />

price (Reuters, 7 January 2007). Bowen Energy Ltd, a new<br />

company, plans to develop two mines for coking coal in<br />

Queensland with Bhushan Steel, an Indian steel producer<br />

(ABC News 14/08/07). In December, BHP Billiton announced<br />

completion of the sale of its Elouera mine, part of the Illawarra<br />

Coal business located in New South Wales, to Gujarat NRE<br />

FCGL Pty. Ltd for US$41 million. BHP Billiton completed<br />

operations at this mine in 2005, after which it was operated<br />

under a limited contract mining agreement with Delta Mining<br />

Company until March 2007.<br />

Xstrata agreed to buy the Anvil Hill project and Austral Coal<br />

from Centennial Coal for around US$800 million. These<br />

mines produce thermal coal for power stations and coking<br />

coal, respectively. For a similar price, Xstrata also bought<br />

Resource Pacific Ltd.<br />

US coal exports in 2007 are expected to have increased due to<br />

a combination of factors including the weak US dollar, the<br />

Australian port problems, and high demand.. As US coal was<br />

relatively inexpensive at US$47, European consumers were<br />

willing to pay the freight costs of US$50 to ship it across the<br />

Atlantic (Martin, 2007).<br />

Anglo American plc has approved a new project in South<br />

Africa. The Zondagsfontein mine, costing US$505 million, is<br />

scheduled to be in production in the latter half of 2009. It is<br />

projected to produce six million tonnes per year for 20 years.<br />

This mine will share coal washing facilities with BHP<br />

Billiton’s Klipspruit mine, which is being expanded. Anglo<br />

American plc has sold a 27 per cent, US$973.6 million, stake<br />

in its South African coal assets to a black investor company<br />

and formed Anglo Inyosi, in a black economic empowerment<br />

(BEE) deal. Anglo Inyosi includes several key Anglo Coal<br />

assets: Kriel colliery, and the Elders, Zondagsfontein, New<br />

Largo and Heidelberg projects.<br />

The Indonesian coal industry had serious problems due to<br />

prolonged heavy rain over many months, affecting mine<br />

output. In order to secure supplies, India’s Tata Power agreed<br />

to pay US$1.3 billion for a 30 per cent stake in two coal mines<br />

in Indonesia.<br />

The new Prime Minister of Mongolia, Sanj Bayar, announced<br />

plans to take 100 per cent control of the US$2 billion Tavan<br />

Tolgoi coal project. This project has estimated proven reserves<br />

of 6500 million tonnes of coal and is currently owned by<br />

Energy Resources LLC, a consortium of national mining<br />

companies.<br />

There are numerous projects on clean coal and CO2 capture<br />

that are in the research and developmental stages. In May, BP<br />

and Rio Tinto publicized the formation of a new jointly-owned<br />

company, Hydrogen Energy. This company will initially focus<br />

on hydrogen-fuelled power generation, using fossil fuels and<br />

carbon capture and storage technology. Feasibility study plans<br />

were announced for the development of a US$1.5 billion coalfired<br />

power generation project at Kwinana, Western Australia.<br />

It will be fully integrated with carbon capture and storage,<br />

subject to regulatory approval.<br />
