Training and Calibration 40 Bureau of Energy Efficiency The description of each of the levels is provided in the following pages. 1. Baseline Penetration Survey Random Selection of households For any proposed SSC-CPA area, the responsible DISCOM, will generate a database listing all residential households eligible under the SSC-CPA. From this set of customers a sample household pool will be randomly selected for the baseline survey. to form the Baseline Sample Group (BSG). The BSG would be set as per following criteria:
BSG Setting Criteria 1. The survey should cover the SSC-CPA area, covering the residential sector only, 2. Random sample group be determined using statistical tools as representing the households falling under the SSC-CPA area. 3. Survey sample size shall be determined to have at-least 90% confidence level with 10 % margin of error 24 . 4. Visit identified households and assess the following for each household: a. Type of electrical fittings used- Tube lighting, ICL, CFL, LED etc b. For the installed ICL and CFL light points in the household: Number, Wattage, Room type where used, estimated number of hours of use per 24 hours and usage days in a year out of 365 days. c. Household connected load / Average Monthly electricity bill 5. The final analysis should provide: a. The data as in point 4 above b. Analysis to provide: Installed CFL penetration in SSC-CPA area; c. Number of hours of use of ICL / CFL points in SSC-CPA area. Clearly state the high usage zones (rooms) for ICL/CFL use in the household. d. Determine the number of ICLs that the household is willing to replace with CFLs against the cost of upto Rs 15 2. CFL distribution and Continuous CFL Use Monitoring CFL distribution to the households The CFLs will be distributed by the SSC-CPA owner with support from DISCOM, in the following manner: Distribution of CFLs and collection of previously used ICLs directly at each household; and/or Distribution of CFLs and collection of ICL at dedicated distribution/ collection points upon presentation of an invitation to participate in the SSC-CPA under the SSC-CPA, which is sent to the household by DISCOM. A list of each household provided with CFLs shall be obtained from the DISCOM. The information should include the number and nominal power rating of each ICL replaced and that of the CFL installed and Information that allows for a clear identification of CFL which replaced ICL for the project. (e.g. BEE logo, manufacturers label, serial number, etc.). The information above is to be entered into a SSC-CPA database, and maintained by the SSC-CPA. Electronic and hardcopy of the information is to be compiled and submitted to the BEE at the end of the CFL distribution campaign in the SSC-CPA area. After the completion of CFL distribution in the SSC- CPA area, the SSC-CPA shall inform BEE in writing that their CFL distribution campaign is over (even if they may distribute some more CFLs beyond this time, e.g. for replacement of fused CFLs). The number of CFLs that are eligible for calculating emission reductions for the monitoring interval y corresponds to the number of CFLs in operation during the monitoring interval y. Project Sample Monitoring Group BEE, with the assistance of the SSC-CPA and the DISCOM, will arrange for the monitoring of a sample of the CFLs distributed to households 25 in the SSC- CPA area for the SSC-CPA project duration. These households would form the Project Sample Monitoring Group (PSMG). BEE will undertake this task -in the SSC-CPA area by selecting suitable agencies through a competitive, open and transparent bidding process 26 . 24 As per UNFCCC AMS IIC requires only 1-sigma confidence level.
