PSMG Setting Criteria
1. The survey should cover the SSC-CPA area,
covering the residential sector only,
2. Random sample group be determined using
statistical tools as representing the households
falling under the SSC-CPA area.
3. Survey sample size be determined to have atleast
90% confidence level with 10 % margin of error 27 .
4. Visit identified households and assess the
following for each household:
a. Is the installed CFL in operation : Yes / No
b. If yes install the sensor for monitoring (give
cross reference)
The data will be collected and collated centrally by
BEE nominated agency for the SSC-CPA.
Establish the SSC-CPA database
The SSC-CPA will establish a database where all
relevant information will be entered. Such information
includes, inter alia:
Defined geographical area of the SSC-CPA e.g by
means of Political maps, ground survey, GIS
mapping etc
For each household that receives CFLs:
A list of each household that received CFLs
(name, address, unique identification e.g.
GIS co-ordinates etc, and applicable SSC-
CPA area).
For each corresponding light bulb:
Information that allows for a clear identification
of the replaced ICLs, distributed CFLs, and
distributed CFLs that are broken (e.g. BEE logo,
manufacturers label, serial number, etc.).
Date of distribution of the CFLs.
Number and nominal power ratings of the
replaced ICLs and distributed CFLs.
Date of return and scrap of the replaced ICLs
Number of the scrapped ICLs.

Date of return and safe disposal of the distributed
CFLs that are broken.
Number of the collected broken CFLs safely
disposed
In addition to above, for each household in the
PSMG:
A list of each household in the PSMG (name,
address, GPS location, and applicable SSC-
CPA area).
Information on when the household has
been added to the PSMG and information
on when it has been removed (if applicable).
For each CFL point with the functioning
monitoring equipment: 28
Utilization hours of the CFL.
Date of initial installation of the
monitoring equipment and unique ID.
Calibration of the Monitoring
equipment
Information on any changes made to
the CFL / monitoring equipment
(exchange, repair, removed and
installed else-where etc).
3. Cross-check group Monitoring

Spot Check data: Spot check is conducted at the
time of the end of the project monitoring period
(y) or atleast annually to cross-check the working
condition of installed CFLs distributed at the time
of project start:
A list of each household included in the Spot
Check (name, address, unique identification
e.g. GIS co-ordinates etc, and applicable SSC-
CPA area).
Number of the distributed CFLs in operation
at the time when the spot check on the
household is conducted.
Information that allows for a clear
identification of the distributed CFLs (e.g.
BEE logo, manufacturers label, serial
number, etc.).
