Pre-project survey to estimate the annual
electricity saving potential in a selected project
area.
Distribution of CFLs in association with DISCOM
within its customer area.
Securing financing of initial investment for the
cost differential (no subsidy form the Govt. of
India towards reducing cost of the CFL lamps).
Free replacement of distributed CFLs which fuse
within 1 years of usage during the life of the CDM
project in the area.
Preparing CDM documentation for their project
activity and submitting it to BEE.
Getting the project CDM documentation
validated by a Designated Operational Entity
(DOE) of CDM Executive Board.
Getting the CDM project documentation
registered with the UNFCCC as part of the BEE
Programme of Activities.
DISCOM in project area
BEE:
Define geographic boundary of project area
within a DISCOM’s service area.
Define a residential household based on State
level definition and tariff category.
Prepare database of all grid connected residential
households to include name of users/ address/
average annual electricity consumption in the
project area
Assist in selection of Project sample group (PSG),
Project sample buffer group (PSBG), Project
cross-check group (PCCG).
Safe storage of replaced incandescent bulbs for
independent inspection by a DOE and disposal.
Extensive awareness and information campaign
in association with DISCOMs.
Development of Small-Scale Programme of
Activities Design Document.

Registration of the PoA with UNFCCC CDM
Executive Board.
Managing the monitoring of lighting appliance
utilization hours within the PSG households
using an approved small scale methodology of
the UNFCCC (EB), and analysis of the monitored
data.
Supporting the CFL suppliers/ DISCOMs to
prepare project level CDM documentation.
Inclusion of project CDM documents in to the
SSC-PoA upon satisfaction of the eligibility
criteria stipulated in the PoA design document.
Official communication with the CDM–Executive
Board, DOE and Indian Designated National
Authority (DNA) for CDM (which is the Ministry
of Environment & Forests. Allocation of CERs to
the CFL suppliers/ DISCOMs according to their
share in emissions reductions in a specified
period.
A Tripartite Agreement (TPA) between BEE, the
Distribution Company and the CFL supplier is being
signed for formal assignment of these roles. Model
TPA is at Appendix-A. Six TPAs have been signed
till date as under:
(a) BEE, EPDCL, Andhra Pradesh and M/s. OSRAM
India Ltd.
(b) BEE, UHBVNL, Haryana and M/s. OSRAM India
Ltd.
(c) BEE, UPCL, Uttarakhand and M/s. Intersuez.
(d) BEE, JVVNL, Rajasthan and M/s. Banyan
Innovations.
(e) BEE, JVVNL, Rajasthan and M/s. Greenpoint
Energy.
(f) BEE, JVVNL, Rajasthan and M/s. Energy Mad.
(g) BEE,APDCL , Andhra Pradesh and M/s. C-Quest.
