2.28 ENERGY<br />

CONSERVATION<br />

Confronted as we are with the increasing energy shortages<br />

on the one hand and scarcity <strong>of</strong> investible resources on the<br />

other, the most cost effective option available to the<br />

country for bridging the gap between the demand and<br />

supply for energy is Energy Demand Management and<br />

Conservation. Energy Conservation has accordingly been<br />

identified by the Department <strong>of</strong> <strong>Power</strong> as one <strong>of</strong> the thrust<br />

areas for the Eighth Five Year Plan. It is aimed to improve<br />

the efficiency <strong>of</strong> existing supply base and reduce the<br />

energy consumption in the energy intensive units through<br />

various measures. The Department <strong>of</strong> <strong>Power</strong> functions as<br />

the nodal point for facilitating the implementation <strong>of</strong> a<br />

coordinated strategy on Energy Conservation. The Energy<br />

Management Centre (EMC) acts as its executive agency.<br />

The strategy being followed is the promotion <strong>of</strong> energy<br />

conservation in energy intensive sectors by assessing the<br />

efficiency <strong>of</strong> energy use through energy audits, evolving<br />

action plan for reducing the level <strong>of</strong> energy consumption<br />

per unit <strong>of</strong> prodcution, and monitoring the targets.<br />

Measures taken in the industrial and other core sectors <strong>of</strong><br />

the economy include the promotion <strong>of</strong> energy savings<br />

through introduction <strong>of</strong> efficient technologies &<br />

demonstration projects, fiscal incentives and<br />

standardisation <strong>of</strong> electrical equipment. Studies have been<br />

undertaken to evaluate specific technical and policy<br />

options, training <strong>of</strong> pr<strong>of</strong>essionals to create a cadre <strong>of</strong><br />

energy managers and auditors, and education <strong>of</strong><br />

consumers through publicity campaign.<br />

During the Eighth Plan, the strategy proposed is to make<br />

energy conservation a mass movement, encourage<br />

consumers to undertake energy audits and to start<br />

demonstration projects, besides intensifying the other<br />

connected activities.<br />

2. AWARNESS PROGRAMME<br />

As a part <strong>of</strong> awareness programme, 14th December every<br />

year has been dedicated as the National Energy<br />

Conservation Day with a view to make Energy<br />

Conservation a people's movement, a part <strong>of</strong> their daily<br />

discipline and as a way <strong>of</strong> life. On 14th December, <strong>1991</strong>,<br />

a function presided over by the President <strong>of</strong> India was<br />

organised. National Energy Conservation week was also<br />

organised all over the country from 14th December to<br />

20th December, <strong>1991</strong>. Simultaneously, an intensive<br />

awareness campaign was undertaken.
