Statement of Qualifications – Environmental Due Diligence & Remediation<br />

Environmental Remediation<br />

Remediation is normally conducted if the property is not in compliance with regulatory requirements or<br />

recognized standards, or when unacceptable risks are associated with the site, financial or legal liability<br />

exist, or simply to enhance property value.<br />

<strong>Pinchin</strong> has extensive technical and project management expertise related to the identification,<br />

assessment, design, and implementation of risk-based site management/remedial solutions for sites<br />

contaminated with chlorinated solvents, hydrocarbons, metals, pesticides and emerging chemicals such as<br />

perchlorate, NDMA and 1,4-dioxane. We have a proven track record developing and implementing costeffective<br />

remedial investigation programs resulting in carefully designed innovative remediation and<br />

management solutions in Canada, United States and worldwide. Our range of services include site<br />

assessment, feasibility studies, regulatory negotiations, remediation conceptual design and full<br />

construction design, permitting, remedial performance evaluation and optimization, and post construction<br />

monitoring.<br />

Our staff has the experience and training to address issues that may affect not only the subsurface at the<br />

site but also a full range of building environmental issues, particularly pre-demolition decontamination.<br />

<strong>Pinchin</strong> has developed project management expertise and experience originating from our work in<br />

hazardous materials abatement. The project management role has developed from projects where the<br />

client required a turnkey abatement project. Contracts now performed under either contract management<br />

or full project management include work in asbestos abatement, lead clean-up, underground storage tank<br />

removal and soil clean-up, installation of environmental pollution abatement equipment (ducts, collection<br />

hoods, regenerative thermal oxidizer) and building fit-up following environmental abatement.<br />

Our remediation services group capabilities includes a wide array of specialized services to meet our<br />

client’s remediation / risk management needs.<br />

Remediation System Evaluation and Design<br />

Choosing the most appropriate remediation system can save both time and money. Remediation<br />

evaluation should be developed based on fundamentally sound site characterization, selection of feasible<br />

remediation technologies and adequate remediation technology testing (bench and pilot). In most cases<br />

our approach to remediation system evaluation and selection consists of developing a short list of<br />

technologies applicable to the contaminants of concern (COCs) at the Site. An evaluation is conducted<br />

using a feasibility type framework comprising the following key decision criteria:<br />

• Short and long-term effectiveness for site COCs<br />

• Ability to implement the technology, with consideration of site conditions<br />

• Life-cycle costs<br />

The selection of the remediation system focuses on those technologies that can meet site management<br />

objectives—whether they are technical, regulatory, legal, or administrative, with the lowest life-cycle<br />

costs. This process is continued until a technology is identified that meets the site management objectives<br />

(based on priority), resulting in the selection of the lowest cost technology. Efficacy testing (bench or<br />

pilot) can be conducted if proof of concept is needed or if full-scale design elements are needed to<br />

complete full-scale system construction.<br />
