<strong>Pinchin</strong> Environmental Ltd., part of the <strong>Pinchin</strong> Group of Companies, is one of Canada’s largest<br />

environmental, health and safety consulting firms. The group employs over 550 staff in over 30 offices<br />

across the country. Established in 1981 by Dr. Don <strong>Pinchin</strong> to provide consulting services to the asbestos<br />

abatement industry, the company now provides services in sustainability & building science,<br />

Environmental Due Diligence & Remediation<br />

In the last decade, Environmental Assessments and Compliance Audits<br />

have become essential to both the private and public sectors in<br />

virtually any undertaking where environmental liability may become<br />

an issue. Assessments are of particular importance in property transfer<br />

or financing, where the potential purchaser or financier does not wish<br />

to incur risk by owning or otherwise acquiring responsibility for an<br />

environmental problem.<br />

Environmental Assessments<br />

A Phase I Environmental Site Assessment (ESA) determines the<br />

environmental condition of a site based on an examination of past and<br />

current practices and activities. Phase I ESAs may be carried out as a<br />

condition of property sale, transfer or financing or to identify actual<br />

and potential site contamination. CSA Standard Z768- 01 (November<br />

2001), Phase I Environmental Site Assessment has been incorporated<br />

into the Phase I procedures used by <strong>Pinchin</strong>. If required, <strong>Pinchin</strong> can<br />

modify the Phase I ESA to include specific client requirements or<br />

needs. All Phase I ESAs include detailed recommendations regarding<br />

findings and any necessary additional investigations. <strong>Pinchin</strong> offers<br />

consistent, accurate and rapid Phase I ESAs. Our national staff and<br />

locations allowed <strong>Pinchin</strong> to perform 175 Phase I assessments for a<br />

single client in less than a month.<br />

Phase II Environmental Site Assessments are carried out to<br />

characterize in greater detail the environmental condition of a site,<br />

usually as a result of recommendations submitted in the Phase I ESA<br />

report. CSA Standard Z7769-00, Phase II Environmental Site<br />

Assessment has been incorporated into the Phase II procedures used by<br />

<strong>Pinchin</strong>. Samples of surface and the sub-surface soil, surface water,<br />

groundwater and other material on the site are collected and analyzed<br />

for contaminants related to current or past site activities. Strict quality<br />

assurance/quality control protocols are followed to ensure the accuracy<br />

and precision of analytical data. The analytical data is then evaluated<br />

and assessed in the context of relevant environmental legislation<br />

regulations, guidelines or specific client requirements to determine the<br />

need for remediation, to assess remediation options and prepare cost<br />

estimates. Senior environmental personnel at <strong>Pinchin</strong> are always<br />

involved in the interpretation of the data. Our reports are clear and<br />

intelligible to a non-professional reader.<br />

Environmental Remediation<br />

Remediation is normally conducted if the property is not in compliance with regulatory requirements or<br />

recognized standards, or when unacceptable risks are associated with the site, financial or legal liability<br />

exist, or simply to enhance property value.<br />

<strong>Pinchin</strong> has extensive technical and project management expertise related to the identification,<br />

assessment, design, and implementation of risk-based site management/remedial solutions for sites<br />

contaminated with chlorinated solvents, hydrocarbons, metals, pesticides and emerging chemicals such as<br />

perchlorate, NDMA and 1,4-dioxane. We have a proven track record developing and implementing costeffective<br />

remedial investigation programs resulting in carefully designed innovative remediation and<br />

management solutions in Canada, United States and worldwide. Our range of services include site<br />

assessment, feasibility studies, regulatory negotiations, remediation conceptual design and full<br />

construction design, permitting, remedial performance evaluation and optimization, and post construction<br />

monitoring.<br />

Our staff has the experience and training to address issues that may affect not only the subsurface at the<br />

site but also a full range of building environmental issues, particularly pre-demolition decontamination.<br />

<strong>Pinchin</strong> has developed project management expertise and experience originating from our work in<br />

hazardous materials abatement. The project management role has developed from projects where the<br />

client required a turnkey abatement project. Contracts now performed under either contract management<br />

or full project management include work in asbestos abatement, lead clean-up, underground storage tank<br />

removal and soil clean-up, installation of environmental pollution abatement equipment (ducts, collection<br />

hoods, regenerative thermal oxidizer) and building fit-up following environmental abatement.<br />

Our remediation services group capabilities includes a wide array of specialized services to meet our<br />

client’s remediation / risk management needs.<br />

Remediation System Evaluation and Design<br />

Choosing the most appropriate remediation system can save both time and money. Remediation<br />

evaluation should be developed based on fundamentally sound site characterization, selection of feasible<br />

remediation technologies and adequate remediation technology testing (bench and pilot). In most cases<br />

our approach to remediation system evaluation and selection consists of developing a short list of<br />

technologies applicable to the contaminants of concern (COCs) at the Site. An evaluation is conducted<br />

using a feasibility type framework comprising the following key decision criteria:<br />

• Short and long-term effectiveness for site COCs<br />

• Ability to implement the technology, with consideration of site conditions<br />

• Life-cycle costs<br />

The selection of the remediation system focuses on those technologies that can meet site management<br />

objectives—whether they are technical, regulatory, legal, or administrative, with the lowest life-cycle<br />

costs. This process is continued until a technology is identified that meets the site management objectives<br />

(based on priority), resulting in the selection of the lowest cost technology. Efficacy testing (bench or<br />

pilot) can be conducted if proof of concept is needed or if full-scale design elements are needed to<br />

complete full-scale system construction.<br />

Construction Oversight and Contractor Management<br />

<strong>Pinchin</strong> frequently acts as the client representative in developing, tendering and providing full contract<br />

administration/construction oversight services on behalf of owners who do not have sufficient staff to<br />

provide these functions internally. In these instances, <strong>Pinchin</strong> and the contractor have independent<br />

contracts with the owner and <strong>Pinchin</strong>’s work is performed on a lump sum, percentage or hourly rate.<br />

<strong>Pinchin</strong> has had many thousands of projects dating from the early 1980's on which we have provided this<br />

type of Contract Management and oversight of construction and remediation implementation.<br />

Project Management<br />

Project Management utilizes the resources of <strong>Pinchin</strong> on a full-fledged turnkey basis. A single contract<br />

between the owner and <strong>Pinchin</strong> is normally based on a fixed cost or on a fixed cost with identified unit<br />

costs. <strong>Pinchin</strong> then takes full responsibility and authority to tender or negotiate contracts with various<br />

subcontractors. These projects have tended to fall into two categories: Large Projects (in excess of<br />

$500,000) where the client chooses this route as most cost effective and lacks the staff or legal coverage<br />

to undertake internally, and Small Projects (usually less than $100,000) where the speed of the work and<br />

convenience to the client rather than the total contract cost is of prime importance. In many cases this<br />

work encompasses work at numerous small sites.<br />

Performance Based Contracting<br />

Our clients are looking for innovative contracting methods where risks are minimized and incentives are<br />

provided to minimize contractor costs. <strong>Pinchin</strong> can structure our remediation services contracts with<br />

performance based incentives. Incentive based contracts can include lump sum, negotiable target cost or<br />

incentive fee, risk share or performance based contracting with insurance.<br />

Environmental Compliance Audits<br />

Environmental Compliance Audits (ECAs) investigate an organization’s level of compliance with<br />

environmental statues, regulations, local laws and other identified criteria. ESA compliance can also<br />

include occupational health and safety issues. <strong>Pinchin</strong> provides these services to a variety of private and<br />

public sector groups. The provision of Environmental Compliance Audit services is consistent with CSA<br />

Z751-94 Guidelines for Environmental Auditing: Statement of Principles and General Practices and CSA<br />

Z773-03, Environmental Compliance Auditing.<br />

<strong>Pinchin</strong> has teams of experienced environmental auditors who have undertaken audits for a wide variety<br />

of industrial sectors, including aerospace and automotive manufacturing, chemical, electronics,<br />

petroleum, plastics, steel and wood products manufacturing, as well as commercial institutional buildings<br />

(hospitals, office buildings, correctional facilities, etc.).<br />

<strong>Pinchin</strong> brings to these service areas an in-depth knowledge of chemical processes, occupational hygiene,<br />

contaminant chemistry and building operations.<br />

Environmental Risk Assessment<br />

<strong>Pinchin</strong> understands that clients want an experienced team, on an as-needed basis, to provide human<br />

health and ecological risk assessment (RA) services related to contaminated land transactions,<br />

redevelopment and other potential chemical exposures. To meet your needs, <strong>Pinchin</strong> provides the<br />

following scientific and technical risk assessment services:<br />

Human Health and Ecological Risk Assessment in support of a Record of Site Condition under Ontario<br />

Regulation 153/04<br />

Comprehensive RAs are typically undertaken when there is a change in land use and contaminant<br />

concentrations exceed generic site condition standards. They must examine potential risks to human and<br />

ecological receptors and propose risk management measures if necessary. This RA process involves<br />

liaison and approval by the Ontario Ministry of the Environment (MOE).<br />

Due Diligence Risk Assessments<br />

These RAs do not follow the format or scope of work required by the MOE for approval. They may be<br />

conducted solely for the client’s purposes and may involve all or a portion of the site.<br />

Risk Assessment Process<br />

1. Problem Formulation and Conceptual Site Models – The first component of the RA process,<br />

the problem formulation, determines the following:<br />

i. the contaminants of concern (COCs);<br />

ii. potential human or ecological receptors; and,<br />

iii. the exposure pathways by which receptors may come into contact with COCs at the<br />

Site.<br />

The main purpose of the problem formulation stage is to distinguish between issues for which further<br />

quantitative analysis is warranted from those that can be eliminated from further consideration. The<br />

information from the problem formulation stage is summarized in a conceptual site model, which<br />

illustrates the pathways of the COCs from their sources, through the relevant environmental media, to the<br />

receptors of interest.<br />

1. Exposure Assessment Modeling – The second component of the risk assessment, the exposure<br />

assessment, involves estimating the dose of the contaminant received by the receptors for each<br />

relevant exposure pathway identified in the problem formulation. Site-specific data are used to<br />

characterize COC source concentrations (e.g. soil or groundwater concentrations), and reasonable<br />

assumptions are employed to describe potential receptor contact with the COCs.<br />

2. Toxicological/ Chemical Hazard Assessment – The toxicity (or hazard) assessment component<br />

of an RA identifies toxicological reference values (TRVs) for each COC. A TRV is an<br />

acceptable dose or the concentration of a COC that can be suitably tolerated by a receptor without<br />

causing adverse health effects, and is used as a benchmark for comparison with site exposure<br />

during risk characterization. Both the type of health effect (e.g. cancer) and the pathway by<br />

which a chemical comes into contact with the receptor (e.g. inhalation) are considered when<br />

selecting appropriate TRVs.<br />

3. Risk Characterization - The final stage in the RA is risk characterization. The information from<br />

the exposure and toxicity assessments is combined to produce numerical estimates of human and<br />

ecological risk. This step is conducted for all COCs, receptors, and exposure scenarios of<br />

concern. In order to file an RSC, the maximum concentrations of COCs at the Site are compared<br />

to risk-based Property Specific Standards (PSS) to ensure that no residual risks exist at the Site.<br />

Risk management may be required to meet the PSS, and would be described in the form of a Risk<br />

Management Plan (RMP).<br />

4. Risk Communication - It is often necessary to communicate the technical results of a risk<br />

assessment to members of the public with questions about the health of people, animals and<br />

plants at a site. This is often done by preparing a non-technical factsheet of the results and<br />

meeting with residents to answer their questions directly.<br />

Peer Reviews<br />

<strong>Pinchin</strong> can provide a third party peer review of risk assessments for our clients. The peer review is often<br />

useful to identify data gaps that may exist in the site characterization and/or compliance issues with the<br />

Ontario Reg. 153/04 risk assessment approach.<br />

Soil vapour intrusion and indoor air quality assessments<br />

Volatilization, diffusion, biodegradation, advection and dilution are all parameters that affect the<br />

movement of chemicals from soil, groundwater and soil gas into buildings. Sites contaminated with<br />

volatile chemicals, including chlorinated solvents and gasoline, may have buildings with indoor air<br />

quality impacts due to soil vapour intrusion. <strong>Pinchin</strong> can assess potential impacts indirectly through soil<br />

vapour modeling and directly by soil vapour and indoor air analysis.<br />

Underground Storage Tank Management<br />

<strong>Pinchin</strong> provides a comprehensive service package of Underground Storage Tank (UST) management<br />

which includes;<br />

• Compliance assessment and testing of USTs<br />

• Product removal and disposal<br />

• Tank decommissioning / removal and disposal<br />

• Assessment of soil contamination associated with USTs, and determination of<br />

remediation costs<br />

• Site remediation and soil disposal<br />

• Regulatory liaison<br />

Qualifications<br />

<strong>Pinchin</strong> Staff within the Environmental Due Diligence and Remediation service lines have previously<br />

completed thousands of assignments for Financial Institutions, Institutional and Private Property Owners,<br />

Managers, Developers and all levels of government. As noted throughout this document, <strong>Pinchin</strong><br />

personnel have gained considerable corporate-wide and regional experience in both environmental and<br />

building science related projects for a wide variety of clients. Designated senior <strong>Pinchin</strong> professionals<br />

have considerable experience in dealing with both environmental issues and the evaluation of building<br />

envelope systems including the roof, wall, window, and building operations(i.e., mechanical/electrical),<br />

The Emissions Reduction & Compliance Group provides engineered<br />

solutions to companies faced with the challenge of minimizing the<br />

impact of their operations on workplace and atmospheric air quality.<br />

In general terms, the group provides a package of services that lead<br />

clients through customized ventilation and emission control projects,<br />

from plant or process review, through to implementation. Numerous<br />

projects have been completed successfully for clients in sectors<br />

Emissions Testing and Mapping<br />

At the foundation of a successful pollution abatement program is a<br />

sound database from which decisions are derived. Emissions testing<br />

quantifies the rate of contaminants being exhausted, and emissions<br />

mapping provides insight into where control or capture resources<br />

should be allocated. Characterizations of emissions are necessary for<br />

designing, specifying and selecting equipment and materials.<br />

Capabilities exist for testing in accordance with U.S. EPA,<br />

Environment Canada, Ministry of the Environment and CARB<br />

protocols to name a few. Typical contaminants of interest include<br />

odours, semi-volatile and volatile organic compounds (SVOCs and<br />

VOCs), particulate matter (PM), inorganic and organic compounds,<br />

acid gases, total hydrocarbons (THC), combustion gases, nitrogen<br />

oxides, sulphur dioxide, criteria air contaminants and greenhouse<br />

gases.<br />

Environmental Compliance and Permitting<br />

Many companies throughout North America are moving towards independent professional representation<br />

for regulatory permitting, reporting and negotiations. <strong>Pinchin</strong>’s qualified environmental professionals are<br />

efficient and effective through knowledge of the reporting requirements and the environmental<br />

regulations. Off-property or critical receptor impacts can be assessed using conventional dispersion<br />

models, or the suite of new U.S. EPA atmospheric dispersion models that includes SCREEN3 and<br />

AERMOD-in conformance with Ontario Regulation 419/05.<br />

<strong>Air</strong> Pollution Control<br />

Significant capital, operating and maintenance cost savings on back-end pollution control are realized by<br />

minimizing emissions at the source and by reducing the volume of gas requiring treatment. Numerous<br />

measures have been implemented with attractive cost recoveries, including: balancing of process ovens<br />

and cooling tunnels to reduce emission exfiltration; reformulation of products to reduce solvents and<br />

potential Hazardous <strong>Air</strong> Pollutants (HAPs); and replacement and consolidation of exhaust fans to reduce<br />

gas flow and energy use.<br />

Many factors are considered during strategy development, such as: level of control required; composition<br />

and volume flow rate of the gas stream(s); regulatory requirements, budget and schedule requirements,<br />

etc. Our experienced environmental team works closely with the client to develop a control strategy that<br />

meets the needs of the company and satisfies the overall goals and objectives of the program. <strong>Pinchin</strong><br />

Environmental operates independent of equipment suppliers applying the most appropriate technology at<br />

the best combination of price, quality, functionality and dependability.<br />

Odour Evaluation<br />

By far, the most difficult of all regulated contaminants to deal with are odours. Pleasant smells can be<br />

annoying after prolonged exposure, and foul smells are immediately annoying. As you can appreciate,<br />

engineering a solution based on unreliable data is destined for failure. As a result, <strong>Pinchin</strong> Environmental<br />

has constructed an odour evaluation laboratory located at our head office in Mississauga. The laboratory<br />

incorporates an odour-free presentation room and a triangular forced-choice, ascending concentration,<br />

dynamic dilution olfactometer. The laboratory has been constructed to MOE specifications and staff and<br />

panellists have been trained to provide compliance quality analyses satisfying ASTM E679 and CEN TC<br />

264 standards. Typically, data is used to assess environmental impact, regulatory compliance, and<br />

effectiveness of air pollution control measures, perfumed product development, low-odour products and<br />

food taste enhancement development.<br />

Industrial Ventilation<br />

Numerous benefits can be derived from effective ventilation systems in modern manufacturing and<br />

process industries. A clean indoor air environment leads to better health and well being of employees,<br />

and an enhanced corporate and public image. These factors often result in tangible benefits of reduced<br />

absenteeism and improved productivity. For industries that use or process hazardous chemicals, properly<br />

designed and integrated ventilation systems reduce the risk of fires, explosions and worker overexposure.<br />

Occupational Health & Safety<br />

The Occupational Health and Safety (OH&S) Group of <strong>Pinchin</strong><br />

Environmental offers consulting services to assess and manage<br />

potential workplace health and safety hazards in industrial,<br />

construction and health care sectors.<br />

The OH&S Group offers an experienced team of professional<br />

consultants. We employ six Certified Industrial Hygienists<br />

(CIH)/Registered Occupational Hygienists (ROH), several Masterslevel<br />

hygienists, professionally-accredited safety professionals (e.g.<br />

CRSP), and numerous OH&S technologists. The ROH, CIH and<br />

CRSP designations are internationally recognized credentials in the<br />

field of occupational health and safety. Our qualifications assure the<br />

client that consultations are performed using accepted methods, data is<br />

accurately interpreted, and control recommendations are effective and<br />

feasible. Our OH&S Group and the <strong>Air</strong> Emissions Group can jointly<br />

design and implement site-specific exposure control measures when<br />

warranted.<br />

Health and Safety Program Development and Auditing<br />

The Ontario Occupational Health and Safety Act requires employers to<br />

prepare a health and safety policy, and to develop programs to<br />

implement the policy. <strong>Pinchin</strong> Environmental has assisted a number of<br />

companies and government agencies in developing workplace-specific<br />

policies, programs and procedures. Typical programs include Joint<br />

Health and Safety Committees, Confined Space Entry, Hearing<br />

Conservation, and Personal Protective Equipment. The number of<br />

programs required by a particular workplace depends on the number of<br />

potential hazards/issues in the workplace. Each written program<br />

outlines how the employer will “manage” the particular issue (e.g.<br />

responsibilities of the workplace parties, training, record-keeping,<br />

equipment selection, periodic auditing, etc.). The OH&S Group has<br />

also assisted in the implementation of these programs through activities<br />

such as management and employee training. In addition, our<br />

consultants are experienced in conducting OH&S audits for the<br />

purposes of evaluating compliance and/or to assess the effectiveness of<br />

OH&S management systems.<br />

Occupational Hygiene Surveys<br />

Occupational hygiene projects involve the identification, evaluation<br />

and control of environmental stressors that may cause adverse health<br />

effects or significant discomfort in workers or citizens of the<br />

compliance with regulated exposure limits or good practice guidelines, to evaluate health hazard<br />

potential, or to investigate reported health symptoms.<br />

Most occupational hygiene surveys begin with a qualitative risk assessment to identify and prioritize<br />

potential hazards in the workplace. <strong>Air</strong> and/or noise surveys often follow to assess the degree of<br />

exposure, compliance status, and risk. These surveys are performed in accordance with accepted<br />

occupational hygiene practice as set by various governmental agencies. The results of the surveys are<br />

evaluated against federally or provincially regulated exposure limits, and good practice guidelines. All air<br />

samples collected during <strong>Pinchin</strong> surveys are analyzed by laboratories accredited by the American<br />

Industrial Hygiene Association (AIHA) to ensure that clients are provided with defensible, reliable<br />

results. Although most occupational hygiene surveys involve the assessment of exposure to chemical<br />

agents or noise, the OH&S Group is also equipped to, and experienced in, conducting many other hygiene<br />

surveys including lighting, heat stress and microbiological contamination (e.g. endotoxin sampling).<br />

Based on the findings of the hygiene survey, our occupational hygienists are also available to assist the<br />

client in developing and implementing appropriate, cost-effective control measures. These measures may<br />

Microbial Contamination<br />

<strong>Pinchin</strong> provides services to investigate and evaluate indoor air quality<br />

(IAQ) in non-industrial workplaces such as offices, schools and<br />

hospitals. Poor indoor air quality can have a significant negative<br />

impact on the comfort and health of occupants, resulting in<br />

dissatisfaction with the environment, loss of productivity and poor<br />

morale.<br />

IAQ surveys include the identification, evaluation and control of<br />

potential indoor sources of contaminants arising from the building<br />

fabric, furnishings or occupant operations, a review of the<br />

effectiveness, operation and maintenance of the heating, ventilation,<br />

and air conditioning (HVAC) systems, and evaluation of comfort<br />

parameters such as temperature, humidity and air movement. In<br />

specific instances, testing for biological contamination may be<br />

performed if field assessments or occupant concerns indicate the<br />

potential for mould or bacterial growth. Surveys of indoor<br />

environmental quality may also include an evaluation of lighting,<br />

noise, office ergonomics and other factors potentially affecting<br />

occupant comfort and health.<br />

Assessment of Microbial Contamination in Buildings<br />

The presence of microbial contamination (fungi or bacteria) in a<br />

building represent a health hazard to occupants of the building or to<br />

construction workers during renovation or demolition. Health effects<br />

range from respiratory distress, allergic reactions or skin irritation<br />

problems arising from mould growth to potentially fatal diseases, as in<br />

the case of Legionnaires’ disease or the diseases transferable from bat<br />

and pigeon excrement. <strong>Pinchin</strong>'s staff investigates for microbial<br />

contamination and provides advice related to microbiological<br />

contaminants as well as specifications and project management for<br />

Services for Remediation of Contamination<br />

The remediation of mould or other microbial contamination in buildings requires expertise in both<br />

microbial contamination and the management of environmental remediation and construction projects.<br />

<strong>Pinchin</strong> Environmental project managers assist building owners through the remediation process by<br />

developing contract documents, supervising the work, conducting appropriate environmental testing, and<br />

documenting the successful completion of the project.<br />

Microbiology Laboratory: Mould Analytical Services<br />

The <strong>Pinchin</strong> Environmental Microbiology Laboratory offers analytical services for m mould and bacteria.<br />

The laboratory is accredited by the American Industrial Hygiene Association Environmental<br />

Microbiological Laboratory Accreditation Program (EMLAP) and participates in (AIHA) Environmental<br />

Microbiology Proficiency Analytical Testing (EMPAT) Program (Lab ID# 158835). The laboratory is<br />

fully equipped for the isolation, identification, and culturing of moulds commonly detected in air, fluids<br />

and bulk samples. The laboratory will analyse to the species level, mould of importance to air quality,<br />

including species level identification and quantification of moulds of significance to health. Protocols<br />

used at the <strong>Pinchin</strong> Environmental Microbiology Laboratory are based on those published in recognized<br />

journals or being used in internationally recognized laboratories.<br />

Hazardous Building Materials<br />

Since 1981, <strong>Pinchin</strong> Environmental has addressed the concerns and<br />

problems posed by the presence of asbestos-containing materials in<br />

buildings. Asbestos-containing materials can have a serious impact on<br />

a building’s value, cost of planned construction or demolition, or even<br />

on the ability of an owner to lease space within building. Starting with<br />

Dr. D.J. <strong>Pinchin</strong> as the author of the study "Asbestos in Buildings" for<br />

the Ontario Royal Commission on Asbestos (1983), <strong>Pinchin</strong><br />

Environmental has developed an unmatched expertise and reputation<br />

in the area of Asbestos Control. Our services related to asbestos can be<br />

divided into the following areas.<br />

Asbestos Assessments<br />

The identification of asbestos, both friable and non-friable, is<br />

mandatory under most provincial regulations for day to day<br />

management and prior to construction or demolition. <strong>Pinchin</strong> performs<br />

assessments to prepare specifications prior to construction or<br />

demolition, prior to property transfer for valuation, and for regulatory<br />

compliance. The <strong>Pinchin</strong> Hazardous Materials Inventory System<br />

allows rapid data retrieval and updating by the client's own personnel<br />

and features a customized hazard evaluation matrix for each client.<br />

This system ensures consistent data collection and hazard evaluation<br />

from all our offices across Canada.<br />

Microbiological Contamination of Buildings<br />

The presence of microbial contamination (fungi or bacteria) in a<br />

building can present a health hazard to occupants of the building or to<br />

hazardous materials. The current list of Designated Substances<br />

regulated by the Ontario Ministry of Labour consists of eleven<br />

substances including asbestos, lead, mercury and silica. Under<br />

Ontario’s regulations, the owner must provide the contractor with<br />

information on the presence of these materials on a prospective<br />

construction site. Other jurisdictions have similar regulations, covering somewhat different agents.<br />

<strong>Pinchin</strong> provides complete pre-construction hazardous materials assessments including asbestos,<br />

Designated Substances, mould and microbiological contamination, polychlorinated biphenyl’s (PCBs),<br />

etc. <strong>Pinchin</strong>’s ability to perform in-house or field analysis for asbestos and lead (the two substances of<br />

most concern) allows rapid reporting of results<br />

Asbestos and Hazardous Materials Abatement Project Design<br />

<strong>Pinchin</strong> uses the combined expertise of engineers, project managers and occupational hygienists to<br />

produce specifications for all necessary aspects of asbestos and hazardous materials abatement. Most<br />

often these specifications are developed to be included in contract documents issued by Architects or<br />

Engineers. <strong>Pinchin</strong> has prepared numerous master specifications for governments (federal, provincial and<br />

municipal levels) and the private sector, for use in-house by their designers.<br />

Inspection and <strong>Air</strong> Monitoring Services<br />

Inspection during abatement of asbestos and hazardous materials is vital to ensure occupant safety and to<br />

ensure compliance with specifications and regulations. In Ontario air monitoring is now required at<br />

completion of Type 3 work, and a visual inspection by a competent person is a daily mandatory<br />

requirement. On-site inspection of the enclosure, decontamination facilities, equipment, negative<br />

pressure, dust suppression, worker protection and clean-up adds significantly to the quality and safety of<br />

the work, and ensures unbiased regulatory compliance. All <strong>Pinchin</strong> inspectors possess both technical<br />

training and field experience prior to performing independent project inspection.<br />

All <strong>Pinchin</strong> Environmental inspection personnel participate in the quality control program of the Institute<br />

de Reserche en Santé et Securité de Traveailleurs (IRSST) which ensures quality analysis of air<br />

monitoring samples. We can analyze air samples at our offices or immediately using portable on-site<br />

laboratories. This level of quality control, efficiency and training, is virtually unknown in Canada. It<br />

provides a level of qualification and legal certification that is of great value in the management of<br />

hazardous materials.<br />

Asbestos Management Programs<br />

Asbestos Management Programs (AMPs) are a requirement for asbestos control under most provincial<br />

regulations. <strong>Pinchin</strong> has prepared these programs for many clients to meet their responsibilities in all<br />

provinces. The experience of <strong>Pinchin</strong> in all phases of asbestos control ensures that our AMPs can be a<br />

useful tool for building managers and property owners, as opposed to an unused regulatory requirement.<br />

<strong>Pinchin</strong> has prepared numerous AMPs for national portfolio clients customized to comply with multiple<br />

provincial and federal standards.<br />

Analysis of Asbestos Suspect Materials<br />

Analysis of suspect materials for asbestos is provided in our bulk laboratories in Mississauga and Ottawa.<br />

The <strong>Pinchin</strong> Environmental Laboratories are among the very few Canadian laboratories accredited under<br />

the U.S. National Voluntary Laboratory Accreditation Program (NVLAP) (meeting ISO 17025<br />

requirements). Accreditation to ISO standards provide an assurance of accurate and legally defensible<br />

analysis for our own clients and for other consultants and building owners who submit samples directly to<br />

our laboratory.<br />

HMIS (Hazardous Materials Inventory System)<br />

In response to the need to document the location, condition and type of hazardous materials used in the<br />

structure and fabric of existing buildings, <strong>Pinchin</strong> Environmental developed the Hazardous Materials<br />

Inventory System (HMIS). The system is comprised of two parts: data collection by experienced<br />

surveyors; and data storage and manipulation via the HMIS web based software.<br />

The <strong>Pinchin</strong> HMIS allows for the collection and tracking of information across large buildings and<br />

portfolios. This program can assist the property owner or manager in the safe handling and control of the<br />

hazardous materials, as required by most provincial regulations.<br />

HMIS Online provides the ability for a large, geographically dispersed group of users to view, query and<br />

sort information in a manner that cannot be matched by ordinary database or spreadsheet software<br />

packages. In addition, HMIS generates priority lists that can be modified to suit local regulations and<br />

client needs or preferences. Quantities collected by the surveyor allow for the development of<br />

remediation budgets for a single component or all components across buildings or groups of buildings.<br />

The online feature allows the user to simply click on any area of a building plan and view a list of the<br />

hazardous materials in that area. <strong>Pinchin</strong>’s HMIS is designed to provide the client the opportunity to take<br />

control of the reassessment requirements for hazardous materials and designated substances used in the<br />

construction of their buildings.<br />

Building owners and managers, safety managers, engineers and architects are responsible for navigating<br />

through an increasingly complex set of environmental concerns. The strong combination of construction,<br />

occupational hygiene and environmental expertise at <strong>Pinchin</strong> is ideally prepared to assist owners with<br />

Lead/Silica Identification and Control<br />

Often commercial paints and coatings and can present a health problem during or after renovation. The<br />

presence of lead and silica in mortar has also been shown to pose a hazard to masons in removing the<br />

mortar in preparation in pointing, or those sand blasting brick, structural steel or other materials. <strong>Pinchin</strong><br />

surveys for lead in paint using X-ray fluorescence analyzers, giving immediate results. <strong>Pinchin</strong> provides<br />

training in lead paint hazard and control, available either as 3-hour awareness sessions, or comprehensive<br />

3-day abatement training sessions. <strong>Pinchin</strong> also prepares specifications and health and safety plans for<br />

lead abatement projects and determines handling and disposal requirements.<br />

Training Courses<br />

<strong>Pinchin</strong> is well known for our training services provided to contractors, building owners, government<br />

officials, consultants and building maintenance staff. These range from short awareness sessions or<br />

maintenance training on our clients’ premises to 3-day open training courses. Over three hundred 2 or 3day<br />

courses have been presented by <strong>Pinchin</strong> in either English or French over the last 25 years. Asbestos<br />

maintenance training is routinely presented from each of our offices. <strong>Pinchin</strong> provides training in lead<br />

paint hazard and control, mould and microbiology, WHMIS, Fall Arrest, available either as awareness<br />

sessions, or comprehensive 3-day abatement training sessions.<br />

Environmental Laboratory Services<br />

<strong>Pinchin</strong> Environmental has developed selected analytical services to<br />

support the fields of environmental management and occupational<br />

safety and health. These capabilities are available to building owners,<br />

consultants, engineers and laboratories on a confidential fee-forservice<br />

basis.<br />

All analytical services can be provided in the field, if rapid turnaround<br />

of results is required.<br />

Asbestos Bulk Analysis<br />

The analysis of bulk materials for asbestos content is provided in the<br />

Mississauga main laboratory, Canada’s largest asbestos analytical<br />

facility. Ministry of Labour and US EPA recommended procedures are<br />

followed.<br />

The asbestos bulk laboratory is accredited by the US National<br />

Voluntary Accreditation Program (NVLAP). In the absence of<br />

Canadian certification, this most rigorous quality control program<br />

ensures reliable results.<br />

Point-counting services are available for more precise results at low<br />

concentrations.<br />

Asbestos <strong>Air</strong> Sampling<br />

• Analysis of air samples by Phase Contrast Microscope<br />

(PCM) method is available at all <strong>Pinchin</strong> offices.<br />

• Immediate on-site analysis is available when rapid<br />

turnaround is required.<br />

Odour Analysis and Characterization<br />

An olfactometer is a laboratory instrument that facilitates the determination of odour detection and<br />

recognition thresholds. It accurately dilutes and presents odorous samples to panellists for evaluation.<br />

Typically, olfactometer data is used to assess environmental impact, regulatory compliance, the<br />

effectiveness of air pollution control measures, and assist in the development of perfumed products and<br />

food taste enhancements.<br />

Analysis of odour samples using triangular forced-choice, dynamic dilution olfactometer and panel of 8<br />

trained assessors.<br />

Facilities and procedures meet ASTM Standard E679-91, European Standard Draft prEN 13725, and<br />

Ontario Ministry of Environment draft standard for odour analysis.<br />

On-site Non-Destructive & Laboratory-Based Analysis of Lead in Paint, <strong>Air</strong> & Bulk Samples<br />

President<br />

Dr. Donald <strong>Pinchin</strong>, B.Sc., M.A.Sc., PhD, is President and Founder of <strong>Pinchin</strong> Environmental (1981)<br />

and Vice President of <strong>Pinchin</strong> Le Blanc Environmental Ltd., Le Groupe Gesfor Poirier <strong>Pinchin</strong> Inc. and<br />

PHH ARC Environmental Limited. Dr. <strong>Pinchin</strong> has been instrumental in establishing the stature and<br />

diversity of the <strong>Pinchin</strong> Group of Companies. He is well known as the Author of "Asbestos in Buildings"<br />

published by the Ontario Royal Commission on Asbestos (1983). This document forms the basis of most<br />

Asbestos in Buildings regulations in Canada. Don <strong>Pinchin</strong> teaches many of the training courses offered<br />

by the Company across Canada, provides consulting services to clients, and appears as an expert witness<br />

in litigation throughout North America. This breadth of knowledge of asbestos regulations and<br />

procedures provides a valuable resource to clients with properties in different jurisdictions.<br />

Environmental Due Diligence & Remediation Senior Staff Qualifications<br />

Vico Paloschi, M.Sc. P. GEO, is the Senior Vice President of the Environmental Due Diligence &<br />

Remediation group at <strong>Pinchin</strong> Environmental’s Mississauga office. Mr. Paloschi specializes in<br />

due diligence, environmental assessments, remediation, and environmental risk management. He holds<br />

both an Honours Bachelor of Science degree in Geology and a Master of Science in Hydrogeology/Earth<br />

Sciences. He has over 20 years of experience involving a wide spectrum of projects for financial, legal,<br />

industrial and corporate clients across Canada, the United States, Mexico, Europe and the Caribbean. He<br />

has provided project management and senior technical support/review on Phase I & II Environmental<br />

Site Assessments, site remediation programs, facility decommissioning and redevelopment projects,<br />

compliance audits, real estate transaction audits, and hydrogeological studies. He has extensive<br />

experience in transactional due diligence activities associated with large and small portfolios and has been<br />

the project director and/or principal investigator on due diligence reviews of numerous commercial,<br />

residential, industrial and manufacturing company transactions.<br />

Larry Backman, B.Sc.S. is Vice President, National Accounts. Mr. Backman has over 16 years of<br />

experience in the engineering consulting industry with a background in the environmental discipline field.<br />

He has managed or directed hundreds of environmental liability and due diligence assessments across<br />

Canada and the United States, for public offerings, financing, insolvency’s, underwriting, and mergers<br />

and acquisitions. His role on these assignments has been to provide leadership, QA/QC and the business<br />

application of the technical results to the specific needs of his financial and industrial clients. Mr.<br />

Backman has extensive regulatory experience and was employed as a Senior Environmental Officer with<br />

the Ontario Ministry of the Environment (“MOE”), responsible in part for the completion of compliance<br />

audits of industries throughout Central-Eastern Ontario. Mr. Backman has been and continues to be the<br />

principal contact/project manager for national clients with regard to their environmental issues and has<br />

thus participated as the lead consultant on numerous portfolios involving assets located throughout<br />

Robert Tossell, M.Sc. is the Direction of National Remediation Services. Bob has over 20 years of<br />

expertise in the areas of in situ remediation evaluation, design and construction oversight. He has worked<br />

on some of North America’s most complex and demanding sites contaminated with chlorinated solvents,<br />

hexavalent chromium, petroleum hydrocarbons, and chlorinated pesticides. For example, Bob was lead<br />

remediation engineer for the PG&E Hinkley site (Erin Brockovitch) from 2001 to 2006. He has designed<br />

several award wining remediation systems for the US <strong>Air</strong> Force and Navy, State agencies and several<br />

private sector companies. Bob has conducted numerous evaluations for selection of remediation systems<br />

including permeable reactive barriers, biological and chemical treatment, phytoremediation, treatment<br />

wetland design and construction, air and bio-sparging. Bob has served as project director, project<br />

manager, technical advisor or principal investigator for numerous projects involving innovative in situ<br />

chemical, biological and phytoremediation methods.<br />

John Goodin, M. Sc., C. Chem., QPRA is the National Director Risk Assessment in the <strong>Pinchin</strong><br />

Environmental Mississauga office. He is a Qualified Person for Risk Assessment (QPRA) and has over<br />

two decades of experience as an environmental consultant. For the past three years he has been building<br />

and leading a risk assessment division at a leading international ground engineering and environmental<br />

firm.<br />

John holds a M.Sc. in biological science, is a Chartered Chemist who has completed numerous<br />

professional industry courses and has depth of experience in a wide range of human health and ecological<br />

settings. He will be of great benefit to <strong>Pinchin</strong> clients in determining their risk assessment options. A<br />

leader in the field, John has delivered numerous papers and workshops on topics such as uranium site<br />

decommissioning and managing industrial hygiene risks.<br />

As a key player in growing <strong>Pinchin</strong>’s Environmental Due Diligence and Remediation services, John will<br />

work with clients across the country on a wide variety of risk assessment projects, including the<br />

management of contaminated sites, soil vapour intrusion issues and indoor air quality testing. Each site<br />

risk assessment will typically involve a problem formulation, toxicity assessment, exposure assessment<br />

and risk characterization step.<br />

Hazardous Materials Management<br />

Robert Thomas, P.Eng., Vice President holds a B.A.Sc. (Civil Engineering), from the University of<br />

Waterloo (1986), and is a licensed engineer in the Province of Ontario. Rob is responsible for the<br />

management of the Hazardous Materials and Mould/IAQ groups. Rob also performs and supervises<br />

Phase I and Phase II environmental site assessments, and provides project management services for<br />

asbestos, lead, and other environmental services. Rob also prepares specifications and contract<br />

documents, in regard to demolition and site decommissioning projects.<br />

Sustainability & Building Science<br />

Edwin Lim, M.B.A., B.Sc., P.Eng., LEEDAP. is Senior Vice President of the Sustainability & Building<br />

Sciences group at <strong>Pinchin</strong> Environmental’s Mississauga office. Edwin specializes in a variety of corporate<br />

sustainability areas such as Corporate Sustainability Strategies, Carbon Management Planning, Social<br />

Responsibility <strong>Report</strong>ing, Demand Side Energy Management, Business Process Sustainability Integration<br />

and Renewable Energy Strategies. Edwin has his M.B.A. from the University of Western as well as his<br />

B. Sc. from Queen’s University.<br />

Phil Brearton, P. Eng. is the Operations Manager for the Sustainability & Building Sciences of <strong>Pinchin</strong><br />

Environmental Ltd., Mississauga office. Mr. Brearton has more than 21 years of engineering and<br />

management experience. He has managed and directed Buildings Condition Assessments, Compliance<br />

Audits, and Reserve Fund studies across Canada for a wide variety of clients. His role on these<br />

assignments has been to provide technical accuracy, quality assurance, and general business application to<br />

the specific needs of the clients.<br />

Occupational Health and Safety<br />

Steve Barnett, M.Eng., CIH, ROH is the head and Vice President of the Occupational Health and Safety<br />

Group of <strong>Pinchin</strong> Environmental Ltd. Steve holds a Bachelor of Science degree from the University of<br />

Waterloo and a Master of Engineering degree from the University of Toronto. He is a Certified Industrial<br />

Hygienist and a Registered Occupational Hygienist. He is also an associate faculty member of Conestoga<br />

College where he teaches in the Occupational Health and Safety Certificate Program.<br />

Steve has extensive experience in the evaluation and control of worker exposures to hazardous<br />

substances, OH&S training, auditing and development and implementation of OH&S management<br />

systems. He has hundreds of hours of audit experience (both compliance audits and management system<br />

assessments), including a comprehensive audit of a Canadian aircraft manufacturer. Steve is very familiar<br />

with the Canada Labour Code, having recently completed an audit of a large federal government agency,<br />

with subsequent OH&S program development and implementation across the country.<br />

Emissions Reduction & Compliance<br />

Phil Girard, P.Eng. is Vice President of Emissions Reduction & Compliance Group in the Mississauga<br />

Offices and licensed with Professional Engineers Ontario (PEO). Phil graduated from the University of<br />

Western Ontario in 1984 with a Bachelor of Engineering Science (B.E.Sc.) degree in Materials Science<br />

(Metallurgy). For the thirteen years prior to his joining <strong>Pinchin</strong>, Phil worked for a large research,<br />

development and contract service firm. He has been established as an expert witness in Metallurgical<br />

Failure Analysis, and, since 1989, has focused in the Environmental Pollution Prevention and Control,<br />

and <strong>Air</strong> Emission Testing and Regulatory Compliance areas. At <strong>Pinchin</strong>, his main areas of focus are air<br />

pollution prevention and control, regulatory affairs, governmental liaison and permitting, emission testing<br />

and mapping, dispersion modelling and compliance emission testing program management.<br />

Michael Shaw, Senior Project Manager for the Emissions Reduction & Compliance Group. Mike is a<br />

seasoned technical specialist with extensive experience in project management, air pollution control and<br />

thermal process analysis. Prior to joining <strong>Pinchin</strong> Environmental, Mike worked sixteen years at a major<br />

research, development and contract service organization where, in his capacity as a Senior Research<br />

Engineer/Scientist, he managed numerous large scale contracts. Previous to that he was a Teaching<br />

Master at St. Clair College of Applied Arts and Technology for a period of four years. Areas of focus at<br />

<strong>Pinchin</strong> Environmental are: project management; strategy development for air pollution abatement;<br />

predictive modelling for process/plant emissions, design of fugitive emission capture systems, design of<br />

gas handling systems, and application of pollution control equipment.<br />

Weidong Li, PhD, P.Eng. is the Project Engineer of Emissions Reduction & Compliance Group in the<br />

Mississauga Office and licensed with Professional Engineers Ontario (PEO). Weidong Li received his<br />

BSc. and MSc. degrees in mechanical and mechanics engineering from Northeastern University, P. R.<br />

China in 1990 and 1993 respectively, and the PhD. degree in mechanical engineering from the University<br />

of Manchester, UK, in 2001. Prior to joining <strong>Pinchin</strong>, he was employed as a Post-doctoral Fellow in the<br />

Department of Mechanical Engineering at Queen’s University in Kingston, Ontario Canada. His areas of<br />

interest were acoustic and vibration analysis and control, machinery condition monitoring and fault<br />

diagnostics. At <strong>Pinchin</strong>, Weidong focuses on conducting acoustic audits and assessments for existing and<br />

proposed land uses in support of CofA applications under the Ontario Environmental Protection Act.<br />

Weidong is also specialized in performing industrial noise/vibration measurement, analysis, abatement<br />

and control.<br />

<strong>Indoor</strong> <strong>Air</strong> <strong>Quality</strong> and Microbial Contamination<br />

Bruce Stewart, B.Sc., D.O.H.S., CIH, ROH, is a Senior Vice President. Mr. Stewart holds a B.Sc.<br />

(Honours Applied Chemistry), from the University of Waterloo (1978), and a diploma in Occupational<br />

Health and Safety from McMaster University (1981). He is certified by the American Board of Industrial<br />

Hygiene, and registered by the Canadian Registration Board of Occupational Hygienists. He has been an<br />

occupational hygiene consultant since 1978, and has been at <strong>Pinchin</strong> Environmental since 1983. At<br />

<strong>Pinchin</strong> he specializes in the assessment and control of health hazards in general use buildings,<br />

particularly indoor air quality, mould contamination, asbestos and lead. He has participated on a number<br />

of professional committees including the mould taskforces of the Canadian Construction Association and<br />

the Environmental Abatement Council of Ontario. Mr. Stewart has broad experience as a trainer and<br />

facilitator for a range of health and safety issues, and is a frequent speaker at professional and trade<br />

events.<br />

Bernard Siedlecki is Senior Project Manager of the <strong>Indoor</strong> <strong>Air</strong> <strong>Quality</strong> & Microbial Contamination<br />

Group focusing on IAQ, Microbiological, and PCB consulting services. Bernard joined <strong>Pinchin</strong><br />

Environmental in 1986. Prior to his current position, he prepared HVAC Systems Management and<br />

Preventative Maintenance Programs at a major mechanical consulting firm. In addition to providing<br />

expertise on a wide range of asbestos consulting issues, Bernard has developed the <strong>Pinchin</strong> procedures for<br />

<strong>Indoor</strong> <strong>Air</strong> <strong>Quality</strong> assessments and set the company standards for PCB's consulting services, and is in the<br />

forefront of the area of microbiological consulting. Bernard personally conducts or oversees <strong>Pinchin</strong><br />

IAQ, microbiological, and PCB investigations<br />

Stephen Booth is the Operations Manager for the <strong>Indoor</strong> <strong>Air</strong> <strong>Quality</strong> and Microbial Contamination group<br />

at <strong>Pinchin</strong> Environmental. Mr. Booth studied Architectural Technology at Centennial College of Applied<br />

Arts and Technology. In 1993 he joined <strong>Pinchin</strong> Environmental where he specializes in mould<br />

management, indoor air quality, and hazardous materials. He supervises a staff of thirteen full time field<br />

technologists and project managers, and has overseen the preparation of asbestos surveys and<br />

management programs for national clients. Mr. Booth assesses a variety of health and safety issues and<br />

has presented seminars on mould, indoor air quality and asbestos.<br />

Environmental Laboratory Services<br />

Dr. Rafic Dulymamode is the Manager of the Environmental Microbiology Laboratory. He holds a<br />

combined honours Bachelors degree in Botany and Zoology from London University and M.Sc. in Pure<br />

and Applied Plant Taxonomy from Reading University. Rafic studied tropical fungal diversity for this<br />

doctoral thesis. He counts over 20 years of experience in an academic environment involved in teaching<br />

and mycological research. He joined <strong>Pinchin</strong> Environmental in February 2003 as a Mycologist and<br />

assumed the managerial position in the laboratory from September 2004. Rafic has coauthored several<br />

publications describing new microfungal taxa. He is a member of the British Mycological Society.<br />

Kendra Bertuzzi is the asbestos laboratory manager with the Environmental Laboratory Services at<br />

<strong>Pinchin</strong> Environmental’s Mississauga office. She is responsible for supervising 12 analysts in the analysis<br />

of bulk samples for asbestos by Polarized Light Microscopy (PLM) in the Mississauga office. <strong>Pinchin</strong><br />

Environmental Ltd. is accredited by the U.S. National Voluntary Laboratory Accreditation Program<br />

(NVLAP) for asbestos analysis of bulk samples by PLM using the EPA 600 method and meets all<br />

requirements of ISO/IEC 17025:2005. Kendra also manages the <strong>Quality</strong> Assurance program for the<br />

analysis of asbestos in air samples by Phase Contrast Microscopy (PCM) for over 40 analysts in over 10<br />

offices. The PCM Q.A. program is formulated to meet the requirements of the NIOSH 7400 Method.<br />

Ottawa<br />

Scott Mather is the Manager-National Capital Region, specifically with the Environmental Due<br />

Diligence & Remediation group in <strong>Pinchin</strong> Environmental’s Ottawa office. He has over 20 years of<br />

experience effectively managing over 300 Phase I/II/III Environmental Site Assessments across Canada<br />

and has actively conducted environmental investigations at various residential, commercial, industrial,<br />

petro-chemical, governmental and institutional properties for the purpose of financing, underwriting,<br />

mergers, acquisitions, and due diligence purposes. He is skilled at project planning, costing,<br />

implementation, management, and report preparation, all while ensuring client satisfaction. Scott also has<br />

experience with projects supporting pending litigation regarding former site tenants and/or environmental<br />

consultants. He holds a Bachelor of Science in Geological Engineering degree.<br />

Jaime M. Hass, CSI, has more than 18 years of experience in the engineering consulting industry,<br />

working extensively with existing buildings in the field of Building Science. Mr. Hass has managed and<br />

directed hundreds of Buildings Condition Assessments as part of regular due diligence assessments across<br />

Canada for a wide variety of clients. His role on these assignments has been to provide technical<br />

accuracy, quality assurance, and general business application to the specific needs of the clients. In<br />

addition, Mr. Hass routinely provides support to various clients (i.e. buildings owners, school boards, and<br />

developers), in the investigation/design/administration of remedial work in the correction of problems<br />

associated with building envelope. Mr. Hass has been and continues to be the co-lead for many national<br />

clients with large portfolios of asset.<br />

Kingston<br />

Peter Roberts, B.A.Sc., P.Eng. is the Office Manager in the Environmental Management & Financial<br />

Due Diligence group for <strong>Pinchin</strong> Environmental’s Eastern Ontario offices. Over seven years of<br />

experience in the environmental consulting field has given Peter the opportunity to develop proficient<br />

technical abilities, effective project management skills and strong communication capabilities, a necessity<br />

for providing effective support to <strong>Pinchin</strong>’s broad range of clients. His work experience as the senior lead<br />

on projects has included the comprehensive assessment and remediation of sites located across Canada,<br />

ranging from small residential developments to large commercial/ industrial/governmental properties.<br />

Peter’s responsibilities have included completing remedial technology evaluations and cost analysis,<br />

project design and management, field work supervision, regulatory interpretation and report preparation,<br />

all while ensuring superior client satisfaction is met by focusing on maximizing stakeholder value and<br />

reducing related development and environmental costs. He holds an Environmental Engineer degree from<br />

the University of Windsor.<br />

Michael Harrett is the Operations Manager for the Hazardous Materials and Transactional Due<br />

Diligence group in the Ottawa office at <strong>Pinchin</strong> Environmental Ltd, working out of the Kingston Area.<br />

He studied Architectural Technology at Fanshawe College. Michael has experience in construction<br />

administration, from management of institutional life safety projects to production of plans, sections, and<br />

detailing for new construction and renovations. He is knowledgeable in the applications of Building<br />

Codes and Local by-laws, Detailing and Specifications, as well as inspections of site conditions and<br />

observations. Michael Harrett is a great asset to <strong>Pinchin</strong> Environmental.<br />

Kenora<br />

Dale Wiebe, P.Eng (Civil), is a Project Manager for <strong>Pinchin</strong> Environmental and manages the Kenora<br />

Office. Dale obtained his Bachelor’s of Engineering at McMaster University in 1999 and has since taken<br />

numerous supplemental development courses in project and contract management, drinking water<br />

treatment and hazardous materials (mould and asbestos). His work experience includes three years as a<br />

project supervisor with Manitoba Transportation and Government Services, designing and managing<br />

highway construction projects and two years as Environmental Engineer for the Northwestern Health Unit<br />

where he provided engineering support and coordination for the mandatory Safe Water, Small Drinking<br />

Water Systems and Health Hazard <strong>Investigation</strong> programs. Dale currently manages, co-ordinates and<br />

completes environmental assessments, indoor air quality investigations, drinking water treatment system<br />

assessments and certification, hazardous material surveys and abatement projects and various on-site<br />

training seminars throughout Northwestern Ontario.<br />

Sudbury<br />

Shane Velcich, Assoc. A.Sc.T is an Environmental Engineering Technologist with over 9 years of<br />

experience in the Environmental Consulting field. Shane joined <strong>Pinchin</strong> Environmental in 2006 as a<br />

Project Manager in the Hazardous Materials & Transactional Due Diligence Group for our Ottawa office.<br />

In November of 2008, Shane was the first permanent employee in <strong>Pinchin</strong>’s newly opened Sudbury office<br />

(satellite to Ottawa), to better service the Central and Northern Ontario region.<br />

Shane has extensive experience covering a wide spectrum of projects involving Environmental Due<br />

Diligence reviews for financial, insurance, real estate and legal clients across Canada. Shane has<br />

conducted numerous Phase I/II Environmental Site Assessments and hydrogeological studies. Shane can<br />

also provide Clients with on-site inspections, tendering and contractor supervision on designated<br />

substance assessments and abatement projects. Shane is qualified to conduct full facility assessments and<br />

reporting (i.e., biological sampling, analytical results interpretation, and abatement recommendations);<br />

and detailed abatement specifications for mould and indoor quality issues.<br />

Peterborough<br />

Michael Wilson, B. Sc. is the Regional Manager for the <strong>Pinchin</strong> Environmental Ltd., Peterborough<br />

office. Michael graduated with a Bachelor of Science from University of Waterloo. He has conducted<br />

numerous projects on <strong>Indoor</strong> <strong>Air</strong> <strong>Quality</strong>, asbestos removal and mould abatement for various companies,<br />

as well as lead-based surface removal projects. Michael has performed hundreds of asbestos inventory<br />

projects for a wide variety of clients. Michael is also responsible in the preparation of proposals, project<br />

management and specifications pertaining to IAQ, mould and asbestos management programs.<br />

Hamilton/Niagara Region<br />

Andy Vanin, P.Eng. is the regional manager at <strong>Pinchin</strong> Environmental’s Hamilton office. Andy has over<br />

15 years of experience covering a wide spectrum of projects involving environmental due diligence<br />

reviews for financial, insurance, real estate and legal clients across Canada, United States, Mexico and<br />

Europe. Andy has conducted numerous Phase I and II Environmental Site Assessments, managed site<br />

remediation programs, facility decommissioning and redevelopment projects, as well as hydro geological<br />

studies. He is a graduate of McMaster University with a Bachelor’s degree in Civil Engineering and is a<br />

member of Professional Engineers Ontario.<br />

Southwest Ontario<br />

Waterloo<br />

Rob Parker, B.Sc., CIH, Occupational Hygienist - is an occupational hygienist for <strong>Pinchin</strong><br />

Environmental working out of the Waterloo and Mississauga offices. In 1986, he completed the Science<br />

Laboratory Technology Program at Fanshawe College of Applied Arts and Technology. In 1994, he<br />

completed a Bachelor of Science degree at the University of Waterloo. In 1998, he earned the<br />

designation of Certified Industrial Hygienist (CIH) when he was certified in Comprehensive Practice by<br />

the American Board of Industrial Hygiene.<br />

Mr. Parker has worked as a consultant in occupational health and safety since 1987. During this period,<br />

he has provided comprehensive occupational health and safety consulting services to a wide variety of<br />

clients, primarily in the industrial sector. Mr. Parker has particular interest and expertise in the evaluation<br />

of human exposures to chemical agents and noise.<br />

Paul Loney, P.Eng., is a Senior Client Manager and the Waterloo Office Manager for the Environmental<br />

Due Diligence & Remediation group within <strong>Pinchin</strong> Environmental Ltd. Mr. Loney specializes in due<br />

diligence and environmental risk management. He has over 18 years of experience involving a wide<br />

spectrum of projects for property management, financial, commercial and industrial clients throughout<br />

Canada. He has provided both project management and senior technical support/review on Phase I & II<br />

Environmental Site Assessments (“ESAs”), real estate transaction audits, Site remediation programs,<br />

facility decommissioning and redevelopment projects. He has extensive experience in all aspects of ESA<br />

activities, particularly in the multi-tenanted residential portfolio market along with small to medium-sized<br />

commercial and industrial facilities.<br />

London<br />

Mike Agostinelli, P. Eng., is the Regional Manager of South Western Ontario. He has significant<br />

technical and management expertise in the environmental industry, in areas such as environmental<br />

assessments, waste management, remediation and sustainable engineering. In the last several years, Mike<br />

developed and managed projects using a proprietary green energy gasification technology designed to<br />

reduce soil and water contamination, offset GHGs, and create economic development opportunities for<br />

First Nations communities. This innovative position allowed Mike to make optimal use of his multidisciplinary<br />

skills in project management, technology evaluation, government funding, facility permitting,<br />

and directing research and development.<br />

Mike has an impressive track record of successfully developing effective partnerships with multinational<br />

corporations, provincial and federal governments, architects and environmental industry leaders.<br />

Winnipeg<br />

Don Stefanchuk, is Manager of the Winnipeg office and obtained a Diploma in Civil Engineering<br />

Technology from Red River College, and has training in asbestos control and environmental site and<br />

building condition assessments. His work includes experience as a field engineer/project co-ordinator<br />

with a major general contracting firm. Mr. Stefanchuk has provided environmental site service and<br />

asbestos consulting services to building owners, engineers, and others on over 500 asbestos projects in<br />

Manitoba and north-western Ontario. He conducts all levels of asbestos training for this area. Don has<br />

special experience in high-arctic projects and large-scale industrial removal, including high-heat removal<br />

on active boilers and process equipment.<br />

Peter J. Griffin, B.Sc., MBA, CIH, CRSP, is a Senior Occupational Hygienist with <strong>Pinchin</strong><br />

Environmental. Peter Griffin has an extensive background in the field of occupational safety and health.<br />

He has experience in management in both the private and public sectors. For 13 years, he was the<br />

Manager of Occupational Hygiene for the Province of Manitoba. In this role, he developed a thorough<br />

understanding of the legislative requirements for safety and health. His experience in the private sector<br />

allows him to identify with the problems in workplaces, and provides him with the knowledge to help<br />

clients comply with legislation in a reasonable and practical manner. Peter Griffin has conducted<br />

hundreds of assessments of workplaces to identify hazards, evaluate their risk potential, and implement<br />

effective control measures. He has been accepted as an expert witness by the Manitoba Department of<br />

Justice. He was an instructor for Manitoba’s larger post-secondary education institutions, and has helped<br />

many students understand the importance, and gain knowledge of the safety and health field. He has also<br />

developed and delivered training courses to a large number of organizations and workplaces on a variety<br />

of topics. His education, background and experience provide a valuable resource to clients.<br />

Jay Snedden, Senior Project Manager for the Manitoba and NW Ontario Region, Mr. Snedden has over<br />

twenty years experience in the field of hazardous materials assessment, control and management.<br />

Employed for several years with two of Canada’s larger hazardous materials abatement contractors, Mr.<br />

Snedden has brought a unique perspective to the firm, one that has distinguished him as someone who can<br />

bring a sound yet practical approach to the many challenges that face our industry today. In addition to<br />

providing regular site inspection and air monitoring on numerous projects ranging in size from routine<br />

one- to two-day abatement operations, too much larger multi-year projects, Mr. Snedden has extensive<br />

experience in the field of project design, specification preparation and management. Project experience<br />

extends to the co-ordination of work in isolated communities such as Canada’s high Arctic and many<br />

First Nation communities, to work on multi-phased removal projects as performed in occupied schools,<br />

hospitals, office towers, industrial or commercial structures. Over more recent years, he has broadened<br />

his field of expertise to include consulting and management responsibilities in the field of hazardous<br />

mould assessment and removal, and to Infection Control in health care facilities throughout the region.<br />

Jason Combe is Manager – Hazardous Materials Services for the <strong>Pinchin</strong> Environmental. Mr. Combe<br />

brings over a decade of experience in hazardous materials assessment, control and management to the<br />

position. As well, his unique background and skill sets give him an advantage in offering clients<br />

problem-solving strategies that combine in-depth knowledge with a hands-on, practical approach.<br />

President<br />

Ronald J. LeBlanc has over 25 years experience in the field of occupational health and safety and<br />

management of buildings and properties. He has conducted surveys of hundreds of buildings throughout<br />

North America, including the World Trade Centre and Kennedy <strong>Air</strong>port in New York and the large<br />

mining facilities of the Iron Ore Company of Canada in Labrador City, Nfld. He has provided technical<br />

expertise in litigation involving liabilities related to asbestos in buildings in the United States. As one of<br />

Canada's leading experts on asbestos, he has provided numerous training programs for building managers,<br />

consultants and contractors. His commissions include the development of contract documents for<br />

asbestos abatement projects for Toronto and Winnipeg airports, numerous school buildings and a variety<br />

of commercial and industrial facilities.<br />

Le Groupe Gesfor was founded in 1987 to provide consulting, testing and training in the occupational<br />

health and safety field. Our services have evolved and expanded with the needs of our clients over the<br />

Our evolution was marked by two events:<br />

Edouard Paya, P.T., is the President of Le Groupe Gesfor, Poirier, <strong>Pinchin</strong> inc., a national environmental<br />

health and safety consulting firm. Mr. Paya has more than 18 years of experience working extensively<br />

with existing buildings in the field of hazardous materials. He holds a Technical Degree (Civil<br />

Engineering) and is a member of the Ordre des Technologues du Québec. Mr. Paya has broad experience<br />

in Hazardous Material Management training and facilitating. In addition to this, Mr. Paya has also given<br />

presentations at professional and trade events. He helps various sectors of government in the<br />

implementation of Hazardous Materials Management Program.<br />

President<br />

John Holland, P.Eng, C.Eng, M.I.C.E. (President and Chief Executive Officer), is a Civil Engineer and<br />

has been involved in the environmental consulting industry since 1984. John gives several seminars each<br />

year on hazardous materials and other environmental issues to professional, institutional and worker<br />

groups in Western Canada. John is considered an expert in the field and as a result, has been involved in<br />

expert witness activity. John is the Past Chairman of the Western Canada Group of Engineers, a former<br />

member of the BOMA Energy and Environment Committee and a member of the APEGBC<br />

Environmental Committee. John is also a member of the GVRD Demolition Materials Division<br />

Committee and an examiner for the APEGBC.<br />
