Recommendations<br />
Recommendations fit into these categories: 1) Perform an Organizational Analysis of SCRRA; 2) Re-structure<br />
organizational <strong>report</strong>ing or create new roles; and 3) Clarify roles and responsibilities.<br />
a. The SCRRA organization should keep pace with critical operations oversight as the complexity of the<br />
<strong>Metrolink</strong> contracting environment and the volume of train operations have increased.<br />
i. Compare the historical growth in the volume of train operations with the trends in the numbers and<br />
skills of oversight personnel at SCRRA and make adjustments to maintain critical operations<br />
oversight.<br />
ii. Require increased contract oversight and SCRRA staff when there are increases in train service, fleet<br />
size and infrastructure.<br />
iii. Undertake an analysis of SCRRA’s current business and organizational model to determine if it still<br />
meets the needs of its mission.<br />
b. Perform a detailed Organizational Analysis that identifies all responsibilities and tasks associated with system<br />
safety. Then determine, in priority order, any omissions in the current structure and whether the<br />
responsibilities are sited appropriately.<br />
i. Emphasize SCRRA’s operations organization and contractor oversight.<br />
ii. Require increased contract oversight and SCRRA staff when there are increases in train service, fleet<br />
size and infrastructure.<br />
