Appendix D: Definition of Terms<br />
Crash Energy Management technology is utilized to disperse the affects of the crash<br />
away from the occupants of the vehicle. This technology utilized energy absorption<br />
methods to minimize the affects of a crash.<br />
A system consisting of hardware and operating software that forms the basis for the<br />
railroad operating system. The DigiCon software is an operating system that works<br />
in conjunction with a separate “logic layer” program that contains the railroad signal<br />
logic that dictates the operating system.<br />
Efficiency Testing Testing mandated by the Federal Railroad Administration (49 CFR 217) on safety<br />
critical positions to confirm compliance to operating rules and federal regulations.<br />
Efficiency Testing Plan The Plan that outlines how the agency performs Efficiency Testing.<br />

An electronic data base system that allows an agency to enter Efficiency Testing data<br />
electronically. This electronic system allows an agency to more easily analyze data<br />
and produce <strong>report</strong>s than using a manual data entry system.<br />
The SCRRA organizational department that includes oversight and operations of the<br />
mechanical group, facilities maintenance, inventory, oversight of the Vehicle<br />
Maintenance Contractor and oversight of rubber tire and other maintenance of way<br />
vehicles.<br />
Federal agency for oversight of the operating commuter, freight and passenger<br />
railroads.<br />
Operating rules established by the FRA that apply to railroads operating in the<br />
general railroad system.<br />
Grade Crossing A highway-rail crossing where the railroad tracks cross the roadway at grade creating<br />
the potential for vehicle-train collisions.<br />
Grade Separation A railroad crossing where the roadway goes underneath or over the railroad corridor<br />
eliminating the potential for vehicle-train collisions.<br />
Hazard Analysis An analysis of the hazards associated with a given task or procedure.<br />
Liquidated Damages Contractual clauses that establish a predetermined sum that must be paid if a party<br />
fails to perform as promised.<br />
