provide a list of the special-status species that are known or could potentially occur in<br />

the vicinity of the MFP based on the USFWS Species List (USFWS 2011; BA/BE<br />

Appendix A), Regional Forester’s List of Sensitive Plant and Animal Species for<br />

Region 5 (USDA-FS 2007), forest-specific lists of sensitive plants (USDA-FS 2006a and<br />

2006b), and the California Natural Diversity Database (CNDDB) (CDFG 2010a).<br />

Special-status plant and wildlife species identified in BA/BE Tables 1 and 2 as being<br />

unlikely to occur in the vicinity of the MFP study (i.e., due to lack of suitable habitat, or<br />

whose elevational or geographic range does not fall within the study area) are not<br />

discussed further in this document. Special-status plant species identified in BA/BE<br />

Table 1 that are not currently known to occur in the MFP (based on the results of<br />

TERR 2 – Special-Status Plant Surveys Technical Study Report (TSR) (<strong>PCWA</strong> 2011a;<br />

SD B), USDA-FS survey data (USDA-FS 2006c) and CNDDB records (CNDDB 2010)<br />

are also not discussed further in this document. Those wildlife species that are known to<br />

occur or could potentially occur in vicinity of the MFP based on habitat and elevational<br />

and geographic range are listed below and addressed in this document. Wildlife<br />

species identified as potentially occurring in the study area are species that have the<br />

potential to nest, winter, forage, den, or roost in the study area.<br />

1.1 DOCUMENT ORGANIZATION<br />

The organization of this BA/BE is as follows:<br />

• Section 2.0 of this BA/BE provides a consultation history and summary.<br />

• Section 3.0 provides current regulatory management.<br />

• Section 4.0 provides a description of the <strong>No</strong>-Action Alternative and the Proposed<br />

Action.<br />

• Section 5.0 provides a description of the existing environment.<br />

• Section 6.0 provides the effects of Proposed Action and management<br />

recommendations.<br />

• Section 7.0 provides the effects of the <strong>No</strong>-Action Alternative.<br />

• Section 8.0 provides the cumulative effects analysis.<br />

• Section 9.0 provides the conclusions and determinations.<br />

• Section 10.0 presents the literature cited.<br />

• Section 11.0 provides a list of preparers.<br />

Several supporting tables, figures, and appendices are attached to this BA/BE. BA/BE<br />

appendices include the USFWS Species List (BA/BE Appendix A), detailed species lifehistory<br />

and habitat information (BA/BE Appendix B), Proposed Action facility<br />
