In pure numbers the international terrorist threat appears to be over<strong>state</strong>d. “The actual<br />

amount <strong>of</strong> violence ca<strong>use</strong>d by international terrorism,” admits Brian Jenkins, “has been greatly<br />

exaggerated. Compared with the world volume <strong>of</strong> violence or national crime rates, the toll has<br />

been small.” 66 He also notes, “Indeed, compared with the volume <strong>of</strong> ordinary violent crime, the<br />

amount <strong>of</strong> terrorist violence is minuscule.” 67 In yet another analysis, Jenkins observes, “Without<br />

devaluating human life it might also be pointed out that terrorism at least at its current level is a<br />

bearable price. A comparison <strong>of</strong> the toll <strong>of</strong> terrorism versus the toll <strong>of</strong> ordinary crimes should<br />

serve to reduce an exaggerated sense <strong>of</strong> alarm ca<strong>use</strong>d by a relatively few, albeit dramatic
