PLANNING, BUILDING AND REGULATORY SERVICES √ Council adopts the Rural Excision Guidelines and Waterside Development Guidelines as Council Policy. √ 63 planning permits were issued at a value of $9,085,593. √ A review of the Gannawarra Planning Scheme was completed in August and advice provided to the Minister for Planning. √ 163 building permits with a value of $12,109,994. √ Council Fire Prevention Officers issued 312 Schedule 15 fire hazard removal notices and four Schedule 13 permits to burn a total of approximately 80ha. √ The Local Laws team had 148 after hours callouts during 2010/2011 for a range of reasons including livestock on roads and stray dogs. √ The fourth Neighbourhood Safer Places site in the Shire was adopted by Council in September 2010 at Koondrook as a place of last resort in a bushfire. WASTE √ The ‘reduce, reuse and recycle’ culture continues to make a positive impact on our environment. √ Concerns are raised with the Minister for Climate Change about the State Government’s “Carry In – Carry Out” Policy and about any proposed siting of a trial transfer station other than upon land under the direct control of Parks Victoria, in line with managing natural and built environments responsibly. √ Total recycling for 2010/2011 was 1,389 tonne, which is an increase of 48 tonne more than 2009/ 2010, almost a 4 percent increase in kerbside amounts recycled. √ Council approves the Waste Management Strategy 2011 – 2015 for implementation. √ 2206.46T was deposited in landfill for the year from kerbside collection. This was a decrease of 171T on 2009/2010. √ 7,240m³ of green waste was accepted in 2010/2011. 7,112 m³ was processed in May 2011. HEALTH √ 32 septic tank permits to install and/or approvals to use were issued. √ Council's Environmental Health Officers provided advice to floodaffected residents in the latter half of the year. Residents sought help on issues including securing a supply of safe drinking water, how to deal with mould growth, disposal of flood damaged goods, and advice on how to repair or replace damaged domestic wastewater systems. WATER √ Total domestic potable water for 2010/2011 was 22.4ML, compared to 76.0ML in 2009/2010. HERITAGE √ Stage 2 of the Gannawarra Shire Heritage Study is progressing to an amended timetable due to delays caused by flooding within the Shire. It is anticipated that the Study will be completed by the end of 2012. √ Stage 2 involves detailed assessments of places identified in Stage 1, which is the Thematic Environmental Study section of the Heritage Study Project. Whilst over 1000 places have been listed as part of Stage 1, only one hundred places /properties are currently being assessed for Stage 2. PERFORMANCE REPORT consolidating our future √ In addition, Stage 2 incorporates assessment of twelve precincts of cultural heritage significance. Precincts have been identified and documented in the townships of Kerang, Cohuna, Quambatook and the like. CO2 EMISSIONS √ Green power is now used on 100 percent of all street lighting and 25 percent of all Council buildings. × Council's ambitious goal is to reduce its carbon emissions by 30 percent from the base year of 1999. While emissions from buildings have remained constant in 2010/2011, emissions from fuel have increased by approximately 70 tonne. This is due to the increase in diesel usage during the flood events of 2010/2011 but particularly from December to March of this period. LIVING GREEN IN GANNAWARRA AND SURROUNDS √ This program, funded by the Department of Sustainability and Environment, focused on water saving, waste reduction and energy. Three workshops were held in the Cohuna and Kerang districts. The last of 15 workshops in the Living Green Series was held in Swan Hill. √ The sustainability workshops were held across the four shires of Gannawarra, Loddon, Buloke and Swan Hill. The workshops were all well supported with an average attendance of 30 per workshop, with 74 participants attending all three in their locality. √ Production of a Living Green calendar and magnet to distribute to all residents across the four shires involved.
