Give dunes<br />
top priority<br />
Mayor Nickolas Trofa acted correctly in rescinding<br />
the dry's ridiculous policy of allowing the use<br />
of, municipal men <strong>and</strong> machinery to destroy s<strong>and</strong><br />
dunes. Unfortunately, his actions didn't go far<br />
enough: The <strong>city</strong> policy of allowing dunes to be<br />
destroyed, by anyone (municipal or private prop<br />
erty owner), should be nipped in the bud.<br />
As we said at flie time during the previous <strong>city</strong><br />
administration when the policy was being contemplated,<br />
you cannot compromise Mother<br />
Nature. By placating those private property owners<br />
who don't Uke their view of the ocean spoiled<br />
by s<strong>and</strong> dunes, the majority of property owners<br />
<strong>and</strong> the safety of everyone is jeopardized.<br />
<strong>On</strong>e of the good things about the recent Halloween<br />
tidal storm is that it proved the value of s<strong>and</strong><br />
dunes (<strong>and</strong> of dune grass to stabilize the dunes).<br />
Up <strong>and</strong> down the Jersey coast, dunes <strong>and</strong> wide<br />
beaches either kept back the sea or alleviated the<br />
<strong>flood</strong>ing. For instance, the recently pumped in<br />
multimillion-dollar beach in Cape May saved that<br />
town from the worst <strong>flood</strong>ing in 30 years. Had<br />
Ocean City had its new beach in place, our <strong>boardwalk</strong><br />
would soil be whole <strong>and</strong> beachfront <strong>flood</strong>ing<br />
would not have occurred.<br />
S<strong>and</strong>, whether in the form of a wide beach<br />
<strong>and</strong>/or a dune, dissipates the energy of waves<br />
<strong>and</strong> lessens the effects of tidal <strong>flood</strong>ing. Maintenance<br />
<strong>and</strong> nurturing of a comprehensive dune<br />
system should be a top priority dem<strong>and</strong>ed <strong>and</strong><br />
fought for by local government.<br />
Furthermore, Ocean City needs a comprehensive<br />
beachfront maintenance policy geared toward the<br />
protection of Me <strong>and</strong> property, not the convenience<br />
or desires of a h<strong>and</strong>ful of property owners.<br />
There should be no permanent structures on the<br />
beachfront. Massive walk-overs are unnecessary<br />
when temporary, old-fashioned <strong>boardwalk</strong>s,<br />
which could be quickly picked up, are available.<br />
Street-end openings to the beach should become<br />
part of the dune system <strong>and</strong> access to the beach<br />
should be narrow <strong>and</strong> diagonal.<br />
None of this requires any engineering or scientific<br />
research. It is all common sense <strong>and</strong> has been<br />
practiced for years up <strong>and</strong> down the Atlantic coast<br />

McCarthy, who circulated a draft brochure to the <strong>city</strong>'s<br />
legislative branch during its Tuesday workshop meeting,<br />
explained "what is not said (in the proposal) might be<br />
more important than what is actually said.*<br />
What is not stipulated, according to McCarthy, is a guarantee<br />
of continued rail service into the <strong>city</strong> by potential<br />
investors; nor has anything been said by New Jersey Transit<br />
— a quasi-public transportation company — concerning<br />
the life expectancy of the system after December 31,<br />
