Interviewed ttiere, Kempf<br />
said FEMA is in the middle<br />
of assessing the amount of<br />
damage, <strong>and</strong> it is uncertain<br />
how much damage has<br />
been done. He said the<br />
agency has come up with a<br />
preliminary assessment of<br />
$13 million, but said that<br />
number is by no means<br />
final. Cape May County-Has<br />
estimated the total damage<br />
to-public property at $26<br />
million, <strong>and</strong> to private<br />
property at $30 million.<br />
<strong>On</strong>e of the reasons for the<br />
discrepancy is FEMA's<br />
rules for paying for lost<br />
beach.<br />
According to Marianne<br />
Jackson, spokeswoman for<br />
the agency, loss of beach<br />
s<strong>and</strong> is only reimbursed if<br />
the municipality lost money<br />
on the beach, <strong>and</strong> even then<br />
only under specific dreumstances.<br />
It must be an engineered<br />
<strong>and</strong> improved beach, meaning<br />
it must have been<br />
designed <strong>and</strong> constructed<br />
using analysis of s<strong>and</strong><br />
grains size in order to<br />

For instance, Sea Isle City,<br />
which has had a beach<br />
maintenance program has<br />
been building dunes for<br />
years, cannot get any<br />
money for lost s<strong>and</strong>, but<br />
may be able to get reimbursed<br />
for lost dune fencing<br />
<strong>and</strong> for workers salaries to<br />
replace them, according to<br />
Jackson.<br />
"We treat beaches that<br />
have been engineered like<br />
we would a road or bridge<br />
or anything else a municipality<br />
puts funds toward,"<br />
she said Tuesday. "An engineered<br />
beach we see as a<br />
government facility.*<br />
However, no funding wiU<br />
be available at all unless<br />
President George Bush<br />
declares the area a disaster.<br />
