drainage system at the SIA <strong>and</strong> implementation of suitable<br />
works to correct deficiencies. The corrective measures<br />
for the short <strong>and</strong> medium terms are estimated at<br />
SR 716,000 (US$57,280), as shown in table 2.13.<br />
Urban <strong>and</strong> Storm Water Drainage Issues<br />
The rains that caused the floods in January 2013 were<br />
heavy, but deficiencies in the storm water drainage system<br />
<strong>and</strong> in l<strong>and</strong> use likely contributed significantly to<br />
the impact of the disaster. The affected zones on Mahé<br />
Isl<strong>and</strong> were valleys located between the foothills <strong>and</strong><br />
the road bordering the southeast coast <strong>and</strong> the airport,<br />
which also experienced some damage due to drainage<br />
system deficiencies.<br />

It is essential to ensure that each inhabited area,<br />
particularly in urban zones, is well planned <strong>and</strong><br />
drained within the context of a drainage master plan<br />
(DMP) prepared particularly for flood-prone areas.<br />
In the <strong>Seychelles</strong>, l<strong>and</strong> use <strong>and</strong> urban planning are under<br />
the responsibility of the Ministry of L<strong>and</strong> Use <strong>and</strong><br />
Habitat (MLUH), which works closely with district authorities<br />
to regulate all issues of l<strong>and</strong> management,<br />
l<strong>and</strong> administration, surveying of l<strong>and</strong>, allocation of<br />
l<strong>and</strong>, <strong>and</strong> l<strong>and</strong> use planning. All applications for development<br />
of l<strong>and</strong> in the <strong>Seychelles</strong> must also be submitted<br />
to the Planning Authority for review <strong>and</strong> approval.<br />
It is m<strong>and</strong>atory that each district have its own l<strong>and</strong> use<br />
planning document.<br />
The Town <strong>and</strong> Country Planning Act was the main<br />
legal binding document permitting the regulation of<br />
l<strong>and</strong> use <strong>and</strong> planning since 1972. Since 2011, the act<br />
has been under revision with an aim to integrate new<br />
urban realities <strong>and</strong> context. The revised legal document,<br />
called the Physical Planning Bill, is expected to<br />
be finalized by July 2013. The new bill should include<br />
risk mapping, related m<strong>and</strong>atory settlement processes,<br />
<strong>and</strong> building measures. There is a concern that risk<br />
mapping will not be integrated into the current bill,<br />
since no mapping exercises have yet been undertaken.<br />

A key recommendation, therefore, is for DRDM to<br />
take the lead in the preparation of essential risk<br />
mapping prior to July 2013 to permit integration<br />
of, at a minimum, the risk mapping process <strong>and</strong> an<br />
outline of the new urban legal framework.
