division of Operations, Education, <strong>and</strong> Communication<br />

(OEC). Each division had their own Director General<br />

(DG). Due to public familiarity, the division’s abbreviation<br />

was retained as DRDM.”<br />

The DRDM’s most recent restructuring was in August<br />

2012, when the two divisions were merged into one<br />

as the “Division of Risk <strong>and</strong> Disaster Management,”<br />

headed by a sole DG. This restructuring prompted internal<br />

changes, including forming separate sections<br />

<strong>and</strong> units as described below.<br />

DRDM is headed by a Director General who oversees<br />

the five sections of DRDM:<br />

Section (RAHSPS)<br />

• Risk <strong>Assessment</strong> Unit<br />

• Hazard Surveillance Unit<br />

Research <strong>and</strong> Special Projects Section (RSPS)<br />

• Research Unit<br />

Currently, there is one project officer for RSPS, one coordinator<br />

for CPS, two senior coordinators for RAHSPS,<br />

<strong>and</strong> one senior office assistant who provides support<br />

to all sections.<br />

The following staff positions necessary for optimal<br />

functioning of DRDM are currently unfilled:<br />

One research officer under RSPS<br />

One education officer <strong>and</strong> one training officer under<br />

TEAS<br />

One planning <strong>and</strong> intelligence officer, one logistics<br />

<strong>and</strong> support officer, <strong>and</strong> one administrative <strong>and</strong> finance<br />

officer under CPS<br />

When disasters occur, DRDM is absorbed by the National<br />

Disaster Committee (NDC), headed by the President<br />

of the Republic, who is in the sole position to<br />

declare a state of emergency. The DG of DRDM then<br />

serves as the technical advisor for the President of the<br />

Republic.<br />

Impact of the Flood<br />

During the flood, DRDM activated the National Emergency<br />

Operation Center (NEOC) in the meeting room<br />

of the office, where first responders could review the<br />

situation <strong>and</strong> manage responses cooperatively. The<br />

DRDM serves as the reimbursement center for costs<br />

incurred during the disaster. The following is a list of<br />

those expenses submitted to DRDM from different<br />

agencies <strong>and</strong> contractors for reimbursement from the<br />

National Disaster Relief Fund (NDRF). The majority of<br />

the expenses is for transportation cost, food, <strong>and</strong> certain<br />

equipment for the disaster investigation, recovery,<br />

<strong>and</strong> prevention. So far, SR620million (nearly $50,000)<br />

has been disbursed (table 2.29).
