David Marie, Luc Gedeon, Ginette Geffroy, <strong>and</strong><br />
Sylvestre Naiken. The other 66 farms would be compensated<br />
at 20% of their loss. It is noted that this compensation<br />
is aimed at assisting the affected farms in<br />
getting their farm business back into operation. It was<br />
also decided that 50% of the compensation would be<br />
inputs <strong>and</strong> the other 50% would be in cash. The total<br />
recovery <strong>and</strong> reconstruction is the same as the above<br />
damages <strong>and</strong> losses based on SAA without additional<br />
cost, even though some challenges are listed without<br />
an associated cost (table 2.15).<br />
There is a plan to set up agricultural insurance involving<br />
the two local insurance companies (SACOS <strong>and</strong> H<br />
Savy insurance) to transfer risk of any future disaster.<br />
Key Issues for Consideration<br />

Proper infrastructure such as drainage <strong>and</strong> roads<br />
needs to be improved. Once it is improved, the risk<br />
of flooding will be greatly reduced.<br />
■■<br />
Lack of enumerators to collect information once<br />
disasters occur is of major concern. At least four<br />
enumerators will be needed to get better estimates<br />
<strong>and</strong> cover all the farmers.
