Training needs<br />
• Training staff under the division as well as other<br />

<strong>and</strong> intermediate IT skills.<br />
• Training for the use of the VEOC<br />
Legal <strong>and</strong> Institutional Summary<br />
The Cabinet endorsed the National Disaster Management<br />
policy on November 23, 2010. Currently, the Disaster<br />
Management bill is being redrafted, along with<br />
the review of the draft Disaster Management Strategic<br />
Policy Framework <strong>and</strong> Color Code system, risk matrix,<br />
<strong>and</strong> accompanying st<strong>and</strong>ard operating procedure<br />
(SOP) manuals (table 2.31). These manuals will guide<br />
the staff in following all necessary protocols, assuming<br />
lack of guidance by a superior who might not be available<br />
at the time decisions need to be taken. SOPs will<br />
be required for the following:<br />

District Contingency Plans: All district plans exist,<br />
with the exception of one for Ile Perseverance ( a<br />
new district).<br />

Sectoral Contingency Plans: To date, there are five<br />
contingency plans, namely for health, tourism, industry,<br />
education, <strong>and</strong> shelter.<br />

National Emergency Operation Center (during normal<br />
time <strong>and</strong> emergencies)
