Establish the foundation for longer-term recovery,<br />
including the National Task Force <strong>and</strong> the National<br />
Relief Fund.<br />
The <strong>Seychelles</strong>’ early recovery programs were aimed at<br />
providing the affected communities with safety nets,<br />
accurate information, <strong>and</strong> access to resources, opportunities,<br />
<strong>and</strong> capacities to rebuild their lives at a moment<br />
when they were most vulnerable.<br />
Proposed Recovery Plan<br />
Short-Term <strong>Needs</strong><br />
Estimation of the short-term needs for interventions<br />
that address emergency actions to reconstruct damaged<br />
infrastructure <strong>and</strong> recover losses includes the following:<br />
■■<br />
Support individuals <strong>and</strong> households in affected<br />
communities in maintaining <strong>and</strong> returning to selfsufficiency.<br />
■■<br />
Affirm <strong>and</strong> fulfil fundamental disaster housing responsibilities<br />
<strong>and</strong> roles.<br />
■■<br />
Build capacity to provide a broad range of flexible<br />
housing options including sheltering, interim<br />
housing, <strong>and</strong> permanent housing.<br />
■■<br />
Better integrate disaster housing assistance with<br />
related functional needs support services, community<br />
support services, <strong>and</strong> long-term recovery efforts<br />
(e.g., creating a Community Rehabilitation subcommittee<br />
under the National Task Force).<br />
■■<br />
Improve/accelerate disaster housing planning to<br />
better recover from incidents.<br />
• Work to repair houses with minor damage.<br />
• Team up government ministries (MLUH, MCD-<br />
SAS) in assessing major housing damages with<br />
the aim of establishing a priority list for reconstruction.<br />
■■<br />
Provide leadership to engage <strong>and</strong> coordinate the<br />
full range of partners <strong>and</strong> stakeholders to address<br />
disaster housing efforts <strong>and</strong> ensure compliance with<br />
laws applicable to housing in the country.<br />
• Create a Public Infrastructure subcommittee to<br />
coordinate.<br />

Increase collective underst<strong>and</strong>ing <strong>and</strong> ability to meet<br />
the needs of affected households.
