Impact of the Floods<br />

Seven schools in three districts (Anse Aux Pin, Aux<br />

Cap, <strong>and</strong> Pointe Larue), with over 2000 students,<br />

were affected by the flood. <strong>Damage</strong> was mainly to science<br />

equipment, furniture, <strong>and</strong> gutters, blocking of<br />

the sewage system, piping system, septic tanks, <strong>and</strong><br />

boundary walls. Most of the school walls needed to<br />

be repainted. The total damages amounted to SR 3.2<br />

million (US$256,400) for five schools (table 2.21). Detailed<br />

calculation can be found in appendix 5.<br />

Proposed Recovery Plan<br />

Short Term<br />

Schools <strong>and</strong> surrounding areas were cleaned <strong>and</strong> fumigated<br />

to enable students to return to class. Items<br />

damaged by the flood still need to be replaced. The total<br />

estimate of short-term costs as a result of the flood<br />

is approximately SR 2,545,000. The other SR 660,000<br />

was for the cleaning <strong>and</strong> fumigation.<br />

Medium <strong>and</strong> Long Term<br />

In the effort to minimize <strong>and</strong> prevent future disasters<br />

in the affected areas <strong>and</strong> other areas, it is estimated<br />

that the medium- <strong>and</strong> long-term costs for the education<br />

sector will be SR 90 million (approximately US$7.2<br />

million) (table 2.22).<br />

This figure includes the construction of three sewage<br />

treatment plants (Anse Aux Pins, La Digue, <strong>and</strong> Anse<br />

Royale), with an estimated market price of approximately<br />

SR 1,500,000 per facility; improvement of the<br />

drainage <strong>and</strong> construction of a retaining wall at Pointe<br />

Larue, with an estimated market cost of SR 4,500,000;<br />

<strong>and</strong> improvement of the drainage of a swamp at Anse<br />

Boileau, estimated at a market cost of SR 2,500,000.<br />

This part is not included in the transport section.<br />

The relocation of Point Larue School will cost SR 74.8<br />

million (nearly US$6million). The relocation is necessary<br />

because the current school site is low-lying <strong>and</strong> prone<br />

to flooding. The option to demolish the current school,<br />

recompact the ground, <strong>and</strong> reconstruct the school is<br />

considered too expensive (table 2.23).
