relative to how technologically intensive practices arc: maintained and<br />

repaired, (4) inc<strong>on</strong>si~tencies in terms of nati<strong>on</strong>al development goals and<br />

c<strong>on</strong>tinuance of soil c<strong>on</strong>servati<strong>on</strong> efforts, and (5) an inability <strong>on</strong> the part<br />

of c<strong>on</strong>servati<strong>on</strong> agencies to c<strong>on</strong>vince farmers there is an erosi<strong>on</strong> problem<br />

that should be reduced.<br />

Soil erosi<strong>on</strong> as a social problem<br />

Predictirhg the adopti<strong>on</strong> of soil erosi<strong>on</strong> c<strong>on</strong>trol practices is difficult,<br />

especially in less developed societies. Clearly, erosi<strong>on</strong> will not be eliminated<br />

by technological soluti<strong>on</strong>s al<strong>on</strong>e when the cause involves inappropriate producti<strong>on</strong><br />

practices employed by land operators. Producti<strong>on</strong> techniques have<br />

been devised for reducing soil erosi<strong>on</strong> even <strong>on</strong> <strong>steep</strong> <strong>lands</strong>, but many of<br />

these techniques are not being used by farmers. Many farmers elect not<br />

to adopt erosi<strong>on</strong> c<strong>on</strong>trol practices because they are unwilling or unable to<br />

adopt the necessary techniques. Lack of motivati<strong>on</strong> is <strong>on</strong>e of the most significant<br />

barriers to the implementati<strong>on</strong> of soil c<strong>on</strong>servati<strong>on</strong> programs. 111 other<br />

words, part of the world's soil erosi<strong>on</strong> problem is associated with instituti<strong>on</strong>al<br />

and individual barriers to adopti<strong>on</strong> of soil erosi<strong>on</strong> c<strong>on</strong>trol practices.<br />

Soil erosi<strong>on</strong> is as much a social problem as it is a technological problem (12).<br />

<str<strong>on</strong>g>C<strong>on</strong>servati<strong>on</strong></str<strong>on</strong>g> policies and programs are str<strong>on</strong>gly affected by nati<strong>on</strong>al<br />

policies in the agricultural and n<strong>on</strong>agricultural sectors. <str<strong>on</strong>g>C<strong>on</strong>servati<strong>on</strong></str<strong>on</strong>g> is<br />

greatly influenced by the arrangements and relati<strong>on</strong>ships am<strong>on</strong>g various<br />

ministries and agencies that have vested interests in agriculture and c<strong>on</strong>servati<strong>on</strong>.<br />

Some of thesc instituti<strong>on</strong>al c<strong>on</strong>straints may block producers from<br />

using c<strong>on</strong>servati<strong>on</strong> practices. In fact, nati<strong>on</strong>al policies to increase food and<br />

fiber producti<strong>on</strong> can accelerate soil erosio~: as farmers increase producti<strong>on</strong>.<br />

If the c<strong>on</strong>servati<strong>on</strong> goal is to protect soil resources, initiators of c<strong>on</strong>servati<strong>on</strong><br />

programs and policies must learn to operate within structural c<strong>on</strong>straints.<br />

It is unlikely that all nati<strong>on</strong>al goals will be c<strong>on</strong>sistent with soil<br />

c<strong>on</strong>servati<strong>on</strong> objectives. Eniphasis will shifi from time to time. <str<strong>on</strong>g>C<strong>on</strong>servati<strong>on</strong></str<strong>on</strong>g><br />

may periodically surface as an important issue. At other times it will<br />

be relegated to a lesser role behind issues of full employment, ec<strong>on</strong>omic<br />

development, nati<strong>on</strong>al security, and internati<strong>on</strong>al trade.<br />

<str<strong>on</strong>g>C<strong>on</strong>servati<strong>on</strong></str<strong>on</strong>g> policies and programs designed for <strong>steep</strong> iands must take<br />

into account a vast array of instituti<strong>on</strong>al and social factors. Future programs<br />

that hope to be successful must address the following social and instituti<strong>on</strong>al<br />

c<strong>on</strong>straints:<br />

Macmec<strong>on</strong>ornic and nracmsocial cotrstmi~tts. <str<strong>on</strong>g>C<strong>on</strong>servati<strong>on</strong></str<strong>on</strong>g> policies and<br />

programs must be implemented within the c<strong>on</strong>text of macroec<strong>on</strong>omic and
