Acti~~ities of the U.S. Agcncy for Internati<strong>on</strong>al Development cover a<br />

wide range of topics. USAID works with host governn~ental instituti<strong>on</strong>s<br />

and implements projects through c<strong>on</strong>tractors, so projects with similar goals<br />

or purposes may be quite different. depending up<strong>on</strong> the country and local<br />

situati<strong>on</strong>. The USAID informati<strong>on</strong> base includes approximately 100 projects<br />

related to soil c<strong>on</strong>servatioa. Few of these were called soil c<strong>on</strong>servati<strong>on</strong><br />

projects, but many had a comp<strong>on</strong>ent relar:;,g to c<strong>on</strong>servati<strong>on</strong>. Many<br />

of the types of activities discussed in this book nvy be sp<strong>on</strong>sored or assisted<br />

by USAID.<br />

USAID works at several levels of organizati<strong>on</strong>. The most comm<strong>on</strong> is<br />

at the host-country level through the USAID missi<strong>on</strong> in tile country. These<br />

bilateral projects arc country-specific and generally have no provisi<strong>on</strong> for<br />

disseminati<strong>on</strong> of less<strong>on</strong>s learned. There are few geographically regi<strong>on</strong>al<br />

projects, although the Africa Bureau ha!: just completed a natural resource<br />

plan for the regi<strong>on</strong>. There is no unified or overall focus <strong>on</strong> soil and water<br />

c<strong>on</strong>servati<strong>on</strong> within the agency.<br />

Some project c<strong>on</strong>siderati<strong>on</strong>s<br />

There are several c<strong>on</strong>siderati<strong>on</strong>s that a d<strong>on</strong>or should take into account<br />

when deciding up<strong>on</strong> projects. As soil c<strong>on</strong>servati<strong>on</strong>ists, for example, we<br />

have an important role to play in providing the best possible informati<strong>on</strong><br />

so that investment decisi<strong>on</strong>s and interventi<strong>on</strong>s can be made with the most<br />

likelihood of success. We should insist that decisi<strong>on</strong>s be based <strong>on</strong> scientific<br />

fact rather than rhetoric. If data are not available, research should<br />

be supported to obtain the necessary data.<br />

Hoy does a d<strong>on</strong>or decide whether to support activities addressing degradati<strong>on</strong><br />

in dryland regi<strong>on</strong>s or <strong>on</strong> <strong>steep</strong> <strong>lands</strong>, to address soil c<strong>on</strong>servati<strong>on</strong>
