4 SAFETY ACTIONS<br />

4.1 Safety action by Newcastle Port Corporation<br />

The ATSB has been advised that <strong>the</strong> following safety actions have been taken by<br />

Newcastle Port Corporation as a result <strong>of</strong> <strong>the</strong> <strong>grounding</strong> <strong>of</strong> <strong>Pasha</strong> <strong>Bulker</strong> on 8 June<br />

2007 and related events.<br />

• Recommending that masters <strong>of</strong> ships arriving <strong>of</strong>f Newcastle anchor not less<br />

than three miles from <strong>the</strong> shore.<br />

• Providing masters <strong>of</strong> ships at Newcastle anchorage with regular wea<strong>the</strong>r<br />

broadcasts when a Bureau <strong>of</strong> Meteorology wea<strong>the</strong>r warning is in place.<br />

• Enhanced monitoring <strong>of</strong> ships <strong>of</strong>f Newcastle with Automatic Identification<br />

System equipment.<br />

• Increased monitoring <strong>of</strong> <strong>the</strong> draughts <strong>of</strong> ships entering port with <strong>the</strong> aim <strong>of</strong><br />

ensuring <strong>the</strong>y are appropriately ballasted.<br />

• Procedural checks <strong>of</strong> <strong>the</strong> audio recording equipment at <strong>the</strong> Vessel Traffic<br />

Information Centre.<br />

4.2 Safety action by Port Waratah Coal Services<br />

The ATSB has been advised that <strong>the</strong> following safety actions that have been taken<br />

by Port Waratah Coal Services (PWCS) as a result <strong>of</strong> <strong>the</strong> <strong>grounding</strong> <strong>of</strong> <strong>Pasha</strong><br />

<strong>Bulker</strong> on 8 June 2007 and related events. In submission PWCS stated:<br />

The following are details <strong>of</strong> PWCS initiatives to assist Vessel Master/Owners and<br />

Operators to understand Vessel Suitability List:<br />

• Modification <strong>of</strong> <strong>the</strong> PWCS Coal Terminals Information Handbook to expand<br />

<strong>the</strong> vessel suitability criteria selection;<br />

• Modification <strong>of</strong> <strong>the</strong> PWCS Coal Terminal Handbook to reinforce vessel port<br />

entry requirements;<br />

• In conjunction with NPC, issued a general notice to industry on port entry<br />

requirements and ongoing radio communication with each vessel prior to<br />

entry;<br />

• Commenced bi-annual workshops with vessel agents and local industry<br />

representatives to review/discuss improvement initiatives;<br />

• Ongoing dialogue/communications with all vessel owners/operators and<br />

masters on vessel performance including any safety issues; and<br />

• Bi-annual meetings with senior management <strong>of</strong> large vessel owner groups to<br />

discuss safety performance and how to work toge<strong>the</strong>r. Examples include<br />

NYK, Mitsui, K Line and Shinwa.<br />
