as not to be so onerous in their requirements.<br />

it is in the matter of additional facilities for increasing<br />

business, securing remunerative rates and economical<br />

operations, that the Company must more<br />

particularly look to secure satisfactory returns on<br />

their investment.<br />

The double tracking of portions<br />

of the road, the introduction of the third rail to<br />

secure narrow-gauge connections, and steel rails in<br />

place of iron for renewals, stand prominently among<br />

the needed requirements."<br />

In the construction account of this report, signed<br />

by G. P. Morosini, Auditor, was a charge of $842,<br />

737.72 for " legal expenses," but the Auditor added<br />

this explanatory but significant<br />

foot-note: "The<br />

propriety of putting this item in the construction account<br />

is questionable, but it was so arranged by the<br />

former administration."<br />

The question of completing the double track and<br />

of adding a third rail to the broad-gauge track over<br />

the entire line, which was first advocated by Vice- In recommending these improvements General<br />

President Diven, received serious attention in this Diven reported as follows, which is important now<br />

report. April 24, 1872, the Vice-President had as showing the system under which the railroad's<br />

ordered, by direction of the Executive Committee,<br />

the making of surveys and estimates of the cost of<br />

this improvement, the necessity of which the unfortunate<br />

original adoption of the broad or six-foot<br />

regular time impossible. The freight trains are<br />

obliged constantly to take the sidings for the fast<br />
