A Collaboration to Go<br />

“Green”: NISH/JWOD<br />

Blaine Robinson, an Operations Manager in the NISH National Office, has worked with<br />

both the President's Committee <strong>and</strong> the federal government on developing strategies<br />

associated with the "Greening of JWOD.”<br />

When referring to a restroom with a<br />

heavy scent of disinfectant, have<br />

you ever heard someone<br />

comment, “Doesn't this restroom smell<br />

clean?” The public has been schooled to<br />

equate particular chemical scents with the<br />

idea of clean. The new <strong>and</strong> more<br />

environmentally sound approach evaluates<br />

the delivery of janitorial services based on<br />

the foundation of “green.”<br />

<strong>GSA</strong> <strong>and</strong> NISH have been strong<br />

proponents of green cleaning. NISH,<br />

formerly the National Industries for the<br />

Severely H<strong>and</strong>icapped, is a nonprofit<br />

agency designated by the Committee for<br />

Purchase from People Who Are Blind or<br />

Severely Disabled (the Committee) to<br />

provide technical assistance to Nonprofit<br />

Agencies (NPAs) interested in obtaining<br />

Federal contracts under the Javits-Wagner-<br />

O’Day Program (JWOD). In fact, Janitorial<br />

services represent the largest portion of the<br />

approximately $1.6 billion in Federal<br />

contracts currently being provided under<br />

the JWOD Program. Over 30 million square<br />

feet of space is currently being “Green<br />

Cleaned.” for the Federal Government<br />

customer by NPAs under the JWOD<br />

Program. These 890 JWOD contracts<br />

support myriad Federal Government<br />

agencies including <strong>GSA</strong> <strong>and</strong> the<br />

Department of Defense.<br />

Over two years ago, NISH <strong>and</strong> National<br />

Industries for the Blind (NIB) signed the<br />

Memor<strong>and</strong>um of Underst<strong>and</strong>ing in Support<br />

of Environmentally Preferable Purchasing<br />

<strong>and</strong> Selling Practices. The Federal<br />

Government signatories were Department<br />

of Interior (DOI), Environmental Protection<br />

Agency (EPA), <strong>and</strong> the Committee for<br />

Purchase from People Who Are Blind or<br />

Severely Disabled <strong>and</strong> National Industries<br />

for the Blind.<br />

There has been strong support for NISH to<br />

take a leadership role. “It is just good<br />

business to create a cleaner, safer, healthier<br />

environment for the JWOD-associated<br />

employees who perform cleaning tasks, the<br />

Federal personnel who work in the<br />

buildings, <strong>and</strong> for citizens who visit these<br />

same facilities,” said Lee Wilson, Executive<br />

Director of the Committee for Purchase<br />

Bob Chamberlin, NISH President <strong>and</strong> CEO,<br />

commented, “The use of environmentallypreferable<br />

products <strong>and</strong> practices is<br />

important, not only for the protection of the<br />

environment, more importantly, to protect<br />

the health of workers on JWOD contracts<br />

<strong>and</strong> their customers. NISH wants to assist<br />
