Conclusion<br />

“Greener” public purchasing requires the<br />

expertise of both environmental <strong>and</strong><br />

acquisition experts. This is because EPP in<br />

the Federal government context presents at<br />

least two challenges. First is the challenge<br />

of how to define what is environmentally<br />

preferable. As EPA has defined it,<br />

environmental preferability depends on<br />

numerous <strong>and</strong> specific product or service<br />

factors, including the local conditions within<br />

which the product will be used, available<br />

alternatives, life cycle impacts, etc.<br />
