they are made, on those who fabricate,<br />
install, occupy, operate <strong>and</strong> maintain,<br />
<strong>and</strong> dispose of the materials <strong>and</strong><br />
services associated with our facilities.<br />
Be certain that the “lowest first cost”<br />
includes their health <strong>and</strong> safety, too.<br />
• Establish an Evaluative<br />
Framework for Green Materials –<br />
recognize the demonstrated human<br />
health, societal <strong>and</strong> environmental<br />
burdens associated with persistent<br />
organic pollutants, persistent<br />
bioaccumulative toxics, carcinogens,<br />
<strong>and</strong> reproductive toxicants, <strong>and</strong><br />
incorporate these costs into our<br />
business calculations.<br />
• Incorporate <strong>Society</strong> Factors into<br />
Green Design Templates – as<br />
underst<strong>and</strong>ing of, <strong>and</strong> agreement on,<br />
equity factors increase, consider their<br />
explicit incorporation into recognized<br />
green modeling tools <strong>and</strong> guidelines,<br />
such as EPA’s Model Green<br />
Specifications, BEES, Greenseal<br />
St<strong>and</strong>ards, the McDonough Braungart<br />
Protocol , <strong>and</strong> LEED ® .<br />
• Affirmatively Recognize Agency<br />
Commitment – to our goal of carrying<br />
The Office of Governmentwide Policy is<br />
committed to educating <strong>and</strong> helping<br />
Federal decision-makers in planning <strong>and</strong><br />
carrying out their real property programs in<br />
a way that will result in the most effective<br />
use of limited resources. This means<br />
investing in building products that have the<br />
best long-term value over their entire<br />
lifecycle. The reality is that the Government<br />
will likely continue to use products that<br />
generate toxics through their lifecycle<br />
where they currently represent the best<br />
alternative. But, we must be aware of their<br />
future costs <strong>and</strong> impacts--<strong>and</strong> take steps to<br />
mitigate them.<br />
<strong>Sustainable</strong> development only works when<br />
societal issues are considered. As we noted<br />
in the “<strong>GSA</strong> Real Property <strong>Sustainable</strong><br />
<strong>Development</strong> Guide,” it helps us to<br />
underst<strong>and</strong> the environmental implications<br />
of our business functions, such that<br />
environmental issues are considered<br />
essential components of business<br />
processes, rather than consequences of<br />
those processes. Underst<strong>and</strong>ing <strong>and</strong><br />
holistically considering the three pillars of<br />
sustainable development - economic<br />
prosperity, environmental quality <strong>and</strong> social<br />
equity – will lead us towards getting the<br />
best value for the American People.
