<strong>Village</strong> <strong>of</strong> <strong>Geneseo</strong><br />

Alternatives to Improve <strong>Circulation</strong>, <strong>Parking</strong>, Safety <strong>and</strong> Aesthetics<br />

Route 39 / North Street / Court Street Corridor<br />

Community Workshop<br />

On Saturday, February 28, 2009 a Community Workshop was held at the Central Presbyterian<br />

Church on Center Street to solicit public input on alternatives to improve circulation, parking,<br />

aesthetics <strong>and</strong> parking in the study area. Approximately 30 residents <strong>and</strong> steering committee<br />

members attended the meeting.<br />

Workshop participants were given a presentation summarizing existing corridor conditions <strong>and</strong><br />

examples or case studies <strong>of</strong> traffic calming, traffic control <strong>and</strong> streetscape enhancements before<br />

working on solutions for improvements in the corridor. Using base maps <strong>and</strong> markers, participants<br />

were then divided into three groups to suggest specific improvements within the corridor regarding<br />

improvements for circulation (vehicular, pedestrian, bicycle), parking, roadway aesthetics <strong>and</strong><br />

safety (vehicular, pedestrian). Several consensus concepts emerged from the three groups:<br />

1. Install bump outs at Main <strong>and</strong> Center Streets <strong>and</strong> other downtown intersections with<br />

significant pedestrian crossings to increase vehicular <strong>and</strong> pedestrian visibility, reduce<br />

crossing time <strong>and</strong> slow traffic speeds.<br />

2. Preserve <strong>and</strong> enhance the fountain at Main <strong>and</strong> Center/Bank Streets.<br />

3. Install decorative lighting on Main Street.<br />

4. Improve safety <strong>and</strong> circulation at the North/Court/Main Streets intersection with the<br />

installation <strong>of</strong> a traffic circle/roundabout or other traffic controls.<br />

5. Reduce the speed <strong>of</strong> southbound traffic entering the study area on Avon <strong>and</strong> Lima<br />

Roads.<br />

6. Incorporate trails into the existing or planned sidewalk network; install trailhead signs.<br />

7. Add sidewalks on<br />

a. Lima Road, west side, from Kimberly Drive to Volunteer Road<br />

b. Lima road, east side, from Thorn Apple Lane to Volunteer Road<br />

c. Avon Road, north <strong>of</strong> Courthouse to the crosswalk near Westview Crescent<br />

8. Add pedestrian warning signs on Court Street.<br />

9. Increase the lighting level on Court Street.<br />

10. Add a left turn lane from Route 63 to Court Street.<br />

11. Add medians <strong>and</strong>/or extend parkways on North Street, with curbing, to slow down<br />

traffic <strong>and</strong> formalize the street.<br />

12. Repair <strong>and</strong> upgrade North Street infrastructure including the drainage <strong>and</strong> road crown.<br />

It should be noted there was no consensus on whether bike lanes should be installed on North<br />

Street. One group thought it would be a good idea but other groups thought parking or additional<br />

l<strong>and</strong>scaping were more important amenities to consider or maintain. Additionally, groups did not<br />

propose any bus shelters or bike facilities.<br />
