Alternatives to Improve <strong>Circulation</strong>, <strong>Parking</strong>, Safety <strong>and</strong> Aesthetics<br />

Route 39 / North Street / Court Street Corridor<br />

Acceptable Alternative – North Street Roadway – No Major Reconstruction<br />

As roadway reconstruction projects <strong>of</strong>ten take years to get funded through the Transportation<br />

Improvement Project (TIP) program, a “no reconstruction” alternative was considered for North<br />

Street that meets the l<strong>and</strong>scaping <strong>and</strong> road narrowing objectives preferred by survey <strong>and</strong> workshop<br />

participants. The no reconstruction option involves the extension <strong>of</strong> the parkway on the south side<br />

<strong>of</strong> the roadway by eliminating the parking lane without any major reconstruction <strong>of</strong> the roadway or<br />

drainage. The roadway would need to be saw cut so the asphalt could be removed <strong>and</strong> replaced<br />

with topsoil <strong>and</strong> sod. Figure 31 shows the no reconstruction alternative.<br />

Acceptable Alternative – North Street Roadway ‐ Reconstruction<br />

There are several options for North Street if it were to be fully reconstructed. Full<br />

reconstruction would involve replacement <strong>of</strong> the drainage swales with an underground storm<br />

drainage system. The reconstruction <strong>of</strong> the storm drainage system would permit the construction <strong>of</strong><br />

a level street cross section <strong>and</strong> the installation <strong>of</strong> curbing. The three potential options for<br />

reconstruction <strong>of</strong> North Street are as follows:<br />

North Street Reconstruction Option B – Two Lanes, One <strong>Parking</strong> Lane, Substantial Parkways<br />

Option B would provide two 12 ft. travel lanes, a parking lane <strong>and</strong> two large parkways on both<br />

sides <strong>of</strong> the road. This option narrows the paved surface to 32 feet which is eight feet narrower<br />

than the narrowest section <strong>of</strong> the existing roadway. The road narrowing should act as a traffic<br />

calming factor for vehicles.<br />

The large parkways could potentially permit the planting <strong>of</strong> a double row <strong>of</strong> trees (or an<br />

additional row where trees are already planted). Appropriate trees would need to be selected so<br />

that their mature canopies do not interfere with each other. Option B is illustrated in Figure 32.<br />
