Other major constraints with the Court/North/Main intersection include:<br />

1. Topography/slope: Court Street slopes significantly away from the intersection starting<br />

immediately west <strong>of</strong> the stop sign.<br />

2. Historic properties <strong>and</strong> a Historic District: The entire intersection is surrounded by<br />

significant historic properties including a monument, a church, the Livingston County<br />

Courthouse <strong>and</strong> several smaller historic residences. Main Street is within the National<br />

Trust Historic District, which would necessitate State Historic Preservation Review <strong>of</strong> any<br />

changes if state or federal funds were used for the improvements.<br />

Three options under consideration for the intersection are an all‐way stop control, a traffic<br />

signal, <strong>and</strong> a roundabout. To evaluate the effectiveness <strong>of</strong> each alternative, a future level <strong>of</strong> service<br />

(year 2028) for each approach was determined using comparative traffic growth projection data<br />

obtained from the Genesee Transportation Council (GTC) for similar communities within the<br />

Transportation Management Area (TMA). <strong>Geneseo</strong> is not in the TMA. Among the communities in<br />

the TMA, the <strong>Village</strong> <strong>of</strong> Brockport was comparable to the <strong>Village</strong> <strong>of</strong> <strong>Geneseo</strong> in population <strong>and</strong><br />

other growth factors. Therefore, the traffic growth rates for Brockport were used to determine<br />

future traffic <strong>and</strong> delay for each approach at the intersection.<br />

The all‐way stop would initially improve the afternoon level <strong>of</strong> service on North <strong>and</strong> Court<br />

Streets from an F to a C <strong>and</strong> D respectively. However, it would reduce the level <strong>of</strong> service on Main<br />

Street from an A to a D since those approaches would go from an uncontrolled, free flow condition<br />
