Strategies <strong>and</strong> Recommendations<br />

Recommendations to improve the circulation, parking, safety <strong>and</strong> aesthetics <strong>of</strong> the corridor<br />

were developed by analyzing the issues, opportunities <strong>and</strong> potential alternatives within the study<br />

area. The recommendations are divided into the following sections:<br />

• Intersection recommendations for the Court/North/Main Streets <strong>and</strong> Main/Park<br />

Streets intersection.<br />

• Roadway alternatives for North Street.<br />

• Multi‐modal recommendations for pedestrian, bicycle <strong>and</strong> bus transportation.<br />

• <strong>Parking</strong> recommendations.<br />

• Urban design <strong>and</strong> aesthetic recommendations <strong>and</strong> strategies.<br />

• Other recommendations.<br />

• Follow on recommendations.<br />

Intersection Recommendations<br />

The two intersections with the lowest levels <strong>of</strong> service were the Court/North/Main Streets<br />

intersection <strong>and</strong> the Park/Main Streets intersection. The recommended alternatives for each<br />

intersection that follows will provide long term solutions to improve both the safety <strong>and</strong> circulation<br />

at the intersections <strong>and</strong> within the corridor as well.<br />

Court Street/North Street/Main Street Intersection<br />

The preferred recommended alternative for the Court/North/Main Streets intersection is the<br />

installation <strong>of</strong> traffic signals at each <strong>of</strong> the approaches. The traffic signal alternative improves the<br />

projected level <strong>of</strong> service for the eastbound <strong>and</strong> westbound approaches from an F to a B <strong>and</strong> A<br />

respectively. Although the levels <strong>of</strong> service for the north <strong>and</strong> south bound traffic do decline slightly<br />

(from an A to a B) under this scenario, a B level <strong>of</strong> service still provides more than an adequate level<br />

<strong>of</strong> circulation.<br />

The plan view <strong>of</strong> the alternative is shown in Figure 35. Signal heads <strong>and</strong> poles would need to be<br />

placed on every corner. In order to complement the safety <strong>and</strong> aesthetics <strong>of</strong> the intersection, bump<br />

outs or curb extensions are recommended on the northeast <strong>and</strong> northwest corners. The curb<br />

extensions would improve the sight triangles at the intersection by providing additional room for<br />

vehicles to view oncoming traffic <strong>and</strong> by eliminating parking spaces that obstruct sight visibility.<br />

Bump outs will also decrease the distance for pedestrians to cross the street while providing greater<br />

visibility <strong>of</strong> oncoming traffic.<br />
