Alternatives Development<br />

The previous chapters <strong>of</strong> this report described existing conditions, plans, <strong>and</strong> public input that<br />

led to the identification <strong>of</strong> significant issues <strong>and</strong> opportunities in the study corridor, including<br />

intersection <strong>and</strong> roadway concerns. The intersections <strong>of</strong> Court/North/Main Streets <strong>and</strong> Main/Park<br />

Streets, <strong>and</strong> the condition <strong>of</strong> North Street, were indentified through the evaluation <strong>of</strong> existing<br />

conditions <strong>and</strong> the community workshop <strong>and</strong> survey as having the most significant issues that<br />

warranted attention.<br />

The goal <strong>of</strong> this chapter, therefore, is to determine the most feasible intersection <strong>and</strong> roadway<br />

alternatives that should be evaluated in further detail leading to specific actions being<br />

recommended for implementation. Alternatives will be evaluated using several factors including the<br />

projected level <strong>of</strong> service in year 2028, safety impacts, multi‐modal considerations, aesthetic<br />

impacts, costs <strong>and</strong> other factors.<br />

Intersection Alternatives Analysis<br />

Currently, the Court/North/Main Streets intersection’s east bound <strong>and</strong> west bound approaches<br />

have a level <strong>of</strong> service E. In addition, the accident rate at the intersection is above the statewide<br />

average. In order to determine the most feasible options to improve the intersection, benefits,<br />

costs, <strong>and</strong> other pros <strong>and</strong> cons <strong>of</strong> each intersection alternative have been evaluated <strong>and</strong> described<br />

in this section.<br />

The alternatives identified for the Court/North/Main Streets intersection are as follows:<br />

• No build: Do not make any changes to the intersection.<br />

• All‐way stop: Install stop signs at each <strong>of</strong> the four intersection approaches.<br />

• Traffic Signal: Install signal heads on signal arms or span wires at all the intersection<br />

approaches. The potential layout <strong>of</strong> the traffic signals is shown in Figure 28.<br />

• Roundabout: Construct a four leg roundabout at the intersection. Roundabouts are<br />

circular intersections where traffic flows one way around a traffic isl<strong>and</strong>. A potential<br />

layout <strong>of</strong> a roundabout at the intersection is illustrated in Figure 29<br />
