current technology has made it easy and convenient to communicate directly with large<br />

numbers of people in a timely fashion, it does not replace the value and effectiveness of<br />

face-to-face communication with a small of group of influential community/staff opinion<br />

leaders.<br />

Dr. Haas and the Board have developed a solid grassroots community network through a<br />

variety of citizen advisory committees, councils and groups such as the <strong>Harford</strong> <strong>County</strong><br />

Business Roundtable, as well as through personal relationships with community leaders.<br />

We believe that expanding this to include a formalized Key Communicators’ Network<br />

would provide additional opportunities for two-way communication with influential<br />

community and staff leaders that could be very beneficial to the district.<br />

The individuals invited to participate should be credible members of target audiences<br />

identified by the district; people that others go to for “the real story.” The group should<br />

be a manageable size (or divided into groups to be met with separately) to allow for<br />

productive face-to-face meetings and relationship-building. The superintendent and other<br />

district leaders should meet with these opinion leaders once or twice a year.<br />

HCPS currently communicates with established contacts in the community by sending<br />

them publications and e-newsletters. This list can be a starting point for identifying and<br />

expanding the key communicator list. Along with copies of district publications, key<br />

communicators should also receive Board agendas and other important information about<br />

the district and schools. In addition, we encourage the <strong>Public</strong> Information Office to create<br />

a special opinion leader e-News Update for breaking news or critical communications<br />

that would ensure these key communicators have accurate facts and key messages<br />

regarding an issue or situation.<br />

What makes this type of group effective is that it is comprised of people who are<br />

respected and influential members of a specific group of stakeholders. They are perceived<br />

as having access to “inside” information and they are considered to be a believable and<br />

credible source of accurate information. This group also can be used as a sounding board<br />

to test new ideas or provide insight on legislative agendas; a conduit to deliver key<br />

messages to stakeholders; and an early warning system on emerging issues and concerns.<br />

These key communicators should also be given a “hot line” number (usually the <strong>Public</strong><br />

Information Office) to call if they need information or hear of an erroneous statement or<br />

rumor that needs correcting.<br />

Programs should the district need additional information on getting a key communicator<br />

network started.<br />

• Maximize the use of ALERTNOW technology for communication. HCPS has<br />

recently implemented an ALERTNOW voice-messaging system in the schools. Focus<br />

group participants clearly like and appreciate this communication tool and, if used<br />

appropriately, it has tremendous potential to deliver critical information in a timely<br />

manner. These types of communication systems have community applications as well, as<br />
