All rights reserved. Editor’s Note What Will A Next-Generation Network Cost? Could a nationwide fiber buildout really cost $350 billion, as the FCC said? Not likely. In September, Federal Communications Commission staff presented an interim report on the National Broadband Plan, which is due out in February. Of the 168 slides in the report, a single number was widely publicized: $350 billion to provide 100 Mbps connections for everyone in the United States. The steep price, many people said, eliminated fiber to the home as a national broadband strategy and 100 Mbps connectivity as a national goal. One publication called the number “jaw-dropping.” Our jaws dropped, too, but not because we thought fiber was unaffordable. A year ago, in an open letter to the incoming administration, Broadband Properties estimated the cost of a nationwide fiber buildout at $150 billion. We see no reason to revise that estimate. David Russell, solutions marketing director at Calix (www.calix.com) and incoming chairman of the Fiber-tothe-Home Council, recently traveled to Washington to give the FCC more realistic numbers on which to base policy. Essentially, the FCC had assumed that everyone in the United States lives in a rural area. In fact, Russell pointed out, more than three-quarters of unfibered households are in densely populated areas where they can be reached by fiber at relatively low cost. To construct a better estimate, Russell used an FTTH cost model developed by the consulting firm CSMG (www.csmgglobal.com), which he extended to lowerdensity areas. He eliminated 2.6 million households in areas with five or fewer housing units per square mile as being unsuitable for FTTH. For the remaining 108.4 million unfibered households, he estimated a total of $206 billion, or a little less than $2,000 per household. This averages $1,350 per urban and suburban household (Verizon’s costs) with rural per-household costs of $3,840. Russell’s numbers are far more realistic than the FCC’s. However, in trying to err on the side of caution, Russell made several assumptions that may have boosted his cost estimate. First, he assumed Verizon’s costs would be applicable to other urban and suburban areas. But Verizon is replacing long copper loops; millions of homes are now very close to fiber and can be connected at lower cost. Second, some households will not subscribe to fiber-based services even if they are available, so we can subtract the cost of connecting these nonsubscribing homes (even if we include the cost of passing all homes). Finally, $3,840 per household in rural areas assumes an average density of six homes per mile – but six hpm is actually the minimum density, once we exclude areas unsuited to fiber. That’s why BBP is sticking to its $150 billion estimate. Even more important, the $150 billion (or $200 billion or $350 billion) isn’t all public investment. The vast majority can be private. Although public subsidies and other incentives are needed in some areas, the drain on the public purse shouldn’t be large. By publicizing the $350 billion estimate, the FCC has made universal fiber broadband appear out of reach, potentially setting back the goal of building a next-generation infrastructure in the United States.
