Cost of service & Value of service • It is the value of service which determines the rail users ability to pay. – In case of goods, the ability to pay dependsd largelyl upon their value, and – in case of passengers, it largely depends upon ntheir incomes. • If goods of small value and passengers with lower incomes are to be carried, low charges must be made. • This is why the ability to pay implies division of goods traffic into classification i scales and – passenger traffic into different classes of traffic.
