and Statoil are working together with<br />
Conservation International, Fauna and Flora<br />
International, the World Conservation Union<br />
(IUCN), the Smithsonian Institution and the<br />
Nature Conservancy on the Energy and<br />
Biodiversity Initiative (EBI). The aim is to<br />
encourage integration of biodiversity conservation<br />
into oil and gas development and transmission<br />
through the business case for action, measuring<br />
biodiversity impacts, identifying minimum impact<br />
operational techniques and recommending<br />
criteria for site selection.<br />

IPIECA and <strong>OGP</strong> have together produced a case study publication to<br />
demonstrate best ways to achieve minimum impact operations in a<br />
diverse range of environmental—and social—settings. Titled The Oil<br />
Industry: Operating in Sensitive Environments,the aim of this report is to<br />
encourage good practices, high standards and continuous<br />
improvement, as well as<br />
to provide a basis for<br />
discussion with groups<br />

An exploration dri ling programme is ca ried out in a horticultural zone<br />
of significant botanical interest<br />
Th environment is high priority for the Circle Cli fs dri ling programme, Utah, USA<br />
Just north of the Petit Trianon Garden, near the Palace of<br />
Versai les, a prestigiou site in the west suburb of Paris, lies the<br />
Chèvreloup Arboretum, part of France’s Museum of Natural<br />
History. Louis XIV bough the 2 0-hectare (a proximately<br />
495 acres) ‘Chèvreloup plain’ in order to have a hunting<br />
ground close to the palace. Then, in 1759, Louis XV<br />
established a sch ol of botany, and a great many species that<br />
were then rare were planted. Some of the tr es are sti l<br />
standing to this day, and more than 2 0 species and varieties<br />
now grow in this 2 0-hectare site, of which 50 hectares are<br />
open to visitors. A horticultural zone in the centre of the<br />
Arboretum is devoted to the cultivation of hybrids.<br />
These species form a veritable museum of the tr e kingdom<br />
and are the centre point of study and research among botanists,<br />
foresters and co lectors. The Arboretum is also a favourite spot<br />
For man years, the oil industry had surmised tha the d ep<br />
Precambrian rock in southern Utah and northern Arizona<br />
might be prospective of oil and gas.<br />
The region contains many National Parks, Wilderne s<br />
Areas and Indian Reservations. These considerations, combined<br />
with ru ged te rain and p or a ce s, are such that much of the<br />
region remains unexplored for hydrocarbons.<br />
In 1 91, BHP Petroleum began a study of we l records<br />
and surface geological trends to identify the most likely areas<br />
for Precambrian oil and gas traps. One of the areas with<br />
greatest potential was within the Circle Cli fs region in<br />
Garfield County, Utah, a scenic area bounded by the Capitol<br />
Research pinpointed an idea location for an exploratory we l<br />
on Federa land, a crest of an anticline. BHP submi ted an<br />
a plication to dri l the exploratory we l in May 1 93. One of the<br />
advantages of the site was that the we l would be on an<br />
existing four-wh el drive trail, so a minimum of land surface<br />
would be disturbed by new roads.<br />
The regulatory agency, the Bureau of Land Management<br />
(BLM), performed an environmental a se sment and<br />
concluded tha the ecology of the area would not be harmed<br />
by the we l. During the public comment period, the Southern<br />
Utah Wilderne s A liance (SUWA), a wilderne s advocacy<br />

Chevron in Papua New Guinea<br />
Environmental conservation in Papua New Guinea’s rain forests<br />
Protecting people and th environment is a the cornerstone of<br />
Chevron’s corporate policy, and was e sential to the design and<br />
operation of the Kutubu Petroleum Development Project. This<br />
case study describes Chevron Niugini’s e forts to conserve the<br />
environment, preserve cultural diversity and promote economic<br />
development, whil exploring for and producing oil in an<br />
ecologica ly-sensitive rain forest.<br />
The Kutubu Petroleum Development Project is the first<br />
su ce sful a temp to produce commercial oil in Papua New<br />
Guinea (PNG). Above-ground flow lines bring the<br />
hydrocarbons to a Central Production Facility (CPF) which can<br />
proce s in exce s of 140, 0 ba rels per day of liquids. A<br />
508 mm diameter pipeline transports the crude oil 264 km<br />
from the CPF to a Marine Terminal consisting of a platform and<br />
a single point m oring buoy located in 25 m of water in the<br />
Gulf of Papua. Stringent environmental standards are the key<br />
elements of this project’s design and operation. The Project is<br />
operated by Chevron Niugini Pty. Ltd. as a joint venture on<br />
behalf of Ampolex, BHP Petroleum (PNG) Inc., British<br />
Petroleum Development (Kutubu) Ltd., Chevron Niugini Pty. Ltd.,<br />

Minimizing th e fects of exploratory dri ling in a virgin rain forest ecosystem<br />
In the north-eastern Andean f othi ls of Bolivia, a dense<br />
primary rain forest constitutes an area of high biological<br />
diversity within the boundaries of the Madidi National<br />
park. Any dri ling operation taking place in such an<br />
environmenta ly-sensitive area must be designed and<br />
executed to minimize the impacts on th environment, and<br />
to ensure the fu l restoration of the dri ling site a th end<br />
of the operations.<br />

dri ling operations a the Yariapo-X-I we l in thi sensitive<br />
area from October 1 95 to February 1 96, on behalf of the<br />
Madidi A sociation (TOTAL/Texaco/Elf/Mobil/She l) and<br />

Meeting the cha lenges of oil exploration in a remote location of historical<br />
and environmental significance<br />
In December 1 93, E xon became the first multinational oil<br />
company to be awarded the righ to explore for, and develop,<br />
petroleum resources in China’s vast Tarim Basin. Situated in<br />
Western China’s Xinjiang Uygur Autonomous Region, the<br />
Basin is an area a proximately equivalen to the size of the<br />
country of France.<br />
Exploring for oil in this remote location presented many<br />
cha lenges. The Taklimakan Desert, second in size only to the<br />
Sahara in Africa, is located within the Tarim Basin.<br />
A ditiona ly, special care was nece sary to prevent disturbance<br />
to th environment in an area of great historical significance<br />
located within th exploration area.<br />

Actions speaking louder than words<br />
Case studies on biodiversity<br />
Threats to biodiversity are not a new phenomenon.<br />
In Scotland, for example, what is regarded as<br />
rugged natural scenery is largely man made; the result<br />
of centuries of human activity. BP, which has been<br />
investing in Scotland for 80 years, is now working with<br />
the Scottish Forest Alliance (SFA) to put the clock back<br />
by helping to re-establish the ancient Caledonian Forest.<br />
SFA is an unusual public/private/voluntary sector<br />
collaboration backed by $14 million of funding from<br />
BP over the decade ahead. Initially, the project will<br />
tackle the reforestation of more than 20,000 acres<br />
with a stunning mix of native wood species including<br />
ash and alder on the shores of Lowland lochs, Atlantic<br />
oak along the west coast, classic Scots pine in the<br />
Highlands and birch scrub beyond the tree line<br />
towards the summits of hills and mountains.<br />
Just as important as the trees to be planted is the<br />
wildlife they support; mosses and lichens cling to the<br />
trunks, while ferns and heathers will share the new<br />
forest floor with bluebells and other wild flowers. The<br />
elusive Scottish wildcat will be given an expanded<br />

habitat in sparse, high altitude forests, while pine<br />
marten and the endangered red squirrel will be able<br />
to colonize the trees that hug the lower slopes. Red<br />
deer, natural forest dwellers, and rare birds such as the<br />
crossbill and capercaillie will also be given a new<br />
chance to re-establish themselves.<br />
People will benefit as well. Carefully managed and<br />
promoted, these woods can provide income from<br />
tourists as well as the raw materials for locally produced,<br />
sustainable products—everything from furniture to<br />
biomass fuel for small-scale renewable energy plants.<br />
Working with the SFA, BP’s objective is to leave a<br />
lasting legacy of biodiversity in Scotland for future<br />
generations.<br />
