accountable performance and cross-functional teamwork would form the core <strong>of</strong> IR's HR strategy. Railways<br />
will attract, nurture and retain top talent in the country to meet the challenges ahead.<br />
14 Accounting Reforms<br />
The ongoing process <strong>of</strong> accounting reform would be speeded up. Complete switchover to accrual-based<br />
accounting in consonance with the accounting standards stipulated by Government Accounting Standards<br />
Advisory Board (GASAB) would be attempted. This would enable activity-wise costing that can aid pricing<br />
decisions and management information and control systems for business lines, cost and pr<strong>of</strong>it centres. This<br />
could also being the railway's accounting in line with the globally accepted accounting standards. An<br />
extensive and state-<strong>of</strong>-the-art infrastructure <strong>of</strong> computing and data processing network will constitute the<br />
bed-rock <strong>of</strong> the system. Computerization <strong>of</strong> earnings and expenditure at the transaction level will be<br />
completed as a part <strong>of</strong> the effort. This exercise will be targeted for completion by <strong>2020</strong><br />
15 Information Technology<br />
IT tools will continue to underpin Railway's efforts to enhance customer satisfaction, maximize<br />
productivity <strong>of</strong> assets and improve governance. Priorities would include improving the interface<br />
with and providing real-time information to citizens, freight customers and passengers on various<br />
devices including mobile phones using satellite-based in train tracking systems, introduction <strong>of</strong><br />
paper less mobile ticketing systems and Enterprise Management System to improve productivity<br />
and efficiency.<br />
Roll-out <strong>of</strong> major applications like Passenger Reservation System (PRS), Unreserved Ticketing System<br />
(UTS), Freight Operation Information System (FOIS), Rake Maintenance System (RMS) and Terminal<br />
Management System (TMS), Control Office Applications (COA), Crew Management System (CMS),<br />
Passenger Management System (PMS) etc. will be completed by 2010. Other components <strong>of</strong> FOIS and<br />
Passenger Management System such as Management Systems for locos, coaches, wagons, workshops etc.<br />
will be completed and rolled out by 2011. Applications for fixed assets like track, power supply equipment etc<br />
and ERP for production units will be completed by 2012-13.<br />
All IT facilities and platforms will be integrated through intelligent and inter-operable systems to enable IR to<br />
respond with speed to customer's needs, business opportunities and external challenges. For this purpose it<br />
will be ensured that:<br />
All areas <strong>of</strong> infrastructure management will provide automated information systems.<br />
nIntroduction <strong>of</strong> devices for all monitoring systems have to comply with providing automated data to<br />
Management Information System.<br />
nEvent capturing for business related applications having customer interface will be automated through use <strong>of</strong><br />
intelligent devices integrated with the applications.<br />
nDecision<br />
Support Systems will be provided in all critical areas <strong>of</strong> infrastructure management for conducting<br />
business.<br />
