include the diversion of relief to military purpose (as in the<br />
refugee camps on the borders of Cold War conflicts), the replacement<br />
of social by military spending in government budgets (as<br />
in Biafra), and the use of humanitarian logistics to transfer<br />
military goods (as in Cambodia). It is plausible that these<br />
practices have had important effects in prolonging conflict and<br />
making it more difficult to resolve. Although such phenomena<br />
are not new, several characteristics of recent conflicts appear to<br />
exacerbate the conflict connection. <strong>The</strong> next chapter examines<br />
the dimensions of this connection in greater detail.<br />
